As indicated on the attached meeting agenda, the purpose of this meeting was to discuss the
managed facility, recommendations and responses from the Value Engineering Study, and
preview the information that will be presented at the upcoming public meeting. The following
items were discussed.
HDR presented the Value Engineering recommendations and responses. The Study Team
determined that the managed facility should not include both SH 121 and SH 114, but only
SH 114 because additional ramps would be required; access cannot be provided to SH 360 or
IH 635 due to complex weaving; and fewer number of lanes would be needed. The Study
Team agreed with the recommendation of positioning SH 121 on the inside. The ramp and
interchange design should provide a desirable level of design which results in weaving
analyses showing Level of Service C/D; no ramps in the middle of interchanges; a 60MPH
exit speed on all ramps; and maintaining a Level of Service C/D on the mainlanes. It was
noted that this could not be achieved in all cases. Loop 382 exits in the middle of an
interchange, and due to heavy left-turning traffic at Mustang and the northbound frontage
road, the direct connection to William D. Tate should be kept. Access to SH 121 from Main
Street is needed due to the high level of traffic turning left onto William D. Tare. The SB
direct connection between SH 114 and SH 121 allows the eastbound entrance ramp to SH 114
without going through the William D. Tare intersection. Also, the recommended direct
connection does not impact the restaurants. Moving FM 1709 primary access to SH 114-
through Kimball Road avoids impacts to new developments, and high, left turning traffic will
be accommodated with a double-left turn lane.
· The configuration of the managed facility was recommended to contain two managed lanes in
each direction.
The remaining time was spent discussing areas of concern on the recommended preferred
alternative for the project. Shawn Poe expressed concern for using Kimball Road as the
primary access to FM 1709. He thought that traffic might instead bypass Kimball Road and
use the frontage road. Brian Swindell explained that FM 1709 traffic will need to use the
Kimball Road ramps to SH 114 in order to access the direct connector between SH 114 and
SH 121, and the Managed Facility. Bob Whitehead, City of Colleyville, asked that the radii
for the connections between SH 26 and the frontage roads be evaluated in order to
accommodate the expected high traffic volumes. Brian Swindell said that HDR would study
this area and make a recommendation to the Technical Committee.
Dana Ryan, DFW Airport, asked if DART was planning a Light Rail Transit line on the
existing railroad. Brian Swindell explained that there are no such plans currently. He went
on to explain how SH 114 will go over SH 26 and the existing railroad. The direct connector
from westbound SH 114- to southbound SH 121 will go over the northwest end of the car
dealership. The relocation of high-voltage electric power lines is required; however, it avoids
impacting restaurants and allows for an on-ramp to SH 114 before the William D. Tare
intersection.

Stan Laster expressed concern for access to Park Boulevard from SH 121. Brian Swindell
explained that because of the direct connector from SH 121 to SH 114, Park Boulevard would
be accessible through William D. Tate Drive, similar to existing traffic patterns. Brian
Swindell explained that due to the elimination of ramps on Loop 382, access to SH 121 to the
north for the businesses on the west side of the airport would be available through Main
Street or North Airfield Drive.
Brian Swindell briefly discussed the section north of the "funnel". Kent Collins and Ken
Griffin, with the City of Coppell, expressed major concerns about eliminating ramps to Sandy
Lake Road. In addition, Kent Collins, Ken Griffin and Stan Laster had major concerns
regarding access to Bass Pro/Bethel Road. Kent Collins and Ken Griffin also suggested that
an analysis for the section at IH 635 and Royal Lane be performed. Stan Laster expressed
concern that easy access was not being provided to the mall and hotels.
Curtis Hanan said that the TxDOT-Transportation Planning and Programming Division
(TP&P) traffic would not be available for a few months. He will ask that the traffic
projections for the northeast section be completed "first", since this is the area of most
concern. Several committee members posed the question if the FHWA and TXDOT would
allow a design that contained a situation with a level of service "F". Curtis Hanan said that
he must discuss the situation with other TXDOT officials before a decision is made. Terry
Watson suggested that an altempt be made to fit the ramps without violating the bare
minimums. Will Hagood said that once the TP&P traffic was available, then a level of
service analysis would be performed on the northeast section of the project. Based on the
analysis, the technical committee would then make a decision on the course of action.
