Director of Public Works City of Coppell PO Box 478 Coppell, Texas 75019 Dear Mr. Griffin: The study team has identified a preferred alternative (PA) to solve congestion problems on State Highways 114 and 121 within Coppell's city limits. The PA is a generalized investment strategy derived from regional planning which recommends how the region may invest in its transportation infrastructure. Now that the PA is identified, the Regional Transportation Council (RTC) must pass a resolution to include the PA in the regional mobility plan, Mobility 2020. The RTC will verify that a majority of affected local governments and agencies have endorsed the PA before passing the resolution. I anticipate the resolution will pass during the August 12, 1999 RTC meeting. Detailed study of exact design components will commence upon passage of the RTC resolution. This project development phase is referred to as the schematic design, but will not be addressed by the RTC. The endorsement TxDOT seeks from the City of Coppell is a positive stated resolution supporting the PA's generalized engineering, environmental and financial concepts. Generalized engineering concepts are basic issues such as, transportation mode, general alignment, number of lanes, types of lanes (freeway, HOV, express), project limits and project finances. The project components most debated by many affected people in the study area will undoubtedly be the locations of ramps and right of way (ROW) pumhases. The public involvement process will continue along with the environmental and engineering development of the project. Coppell citizens and staff will be provided opportunities to comment on proposed ROW impacts, access (ramps) and environmental issues during schematic design development. 13- I have delivered twe~'y summaries of the SH 114/SH 121 MIS which describes the study's process and recommendation.
