A fourth Public Meeting was held on April 2'7, 1999 at
the Grapevine City Council Chambers. An Opeu
Housc before the meetiug gave thc public an opportu
nity to review thc three Viable Alternatives and several
local access options that had been developed for thc
three study segmcnts. Study Team members wcrc
available to discuss study progrcss and answer ques
tions. More thau 70 people attended the meeting,
including many city officials from communities iu thc
study arca.
l)uring the meeting, members of thc Texas Department
of Transportation (TxDOT) and thc HDR Study Team
presented findings of the Phase II analysis of Viable
Altcrnatives. The meeting then divided into three
groups, onc for cach study segment: Blue (East), Green
(Middle) and Yellow (West). The Study Team present
ed drawings showing possible local access options in
each segment. Participants wcrc encouraged to pro
vide commeuts regarding the Viable Alternatives and
thc suggested local access options.
Those attending gave the Study Team detailed com-
ments ou access problems in eaci~ segmcut, and sug-
gestcd other possible solutious to rclicvmg congeslion
and increasing mobility m the study area. Each ill' thc
segment work sessious was snn]lnarized and presented
to thc entire group. Thc IBllowing arc representative of

The Study Team has completed thc ewdu-
ation o1' thc Viable Altcruatives that
looked at the environmcutal, mobility and
enginccring impacts to the rcgiou and
study arca. A summary of the evaluation
results is shown below. The three build
Viable Altcrnativcs are proposed to bc
developed withiu thc existing SH 114/SH
121 corridor and include:
· Adding additional general purpose
laucs
· Adding high-occupancy vchiclc
(HOV) lanes with additioual
general purpose lancs, and
· Adding Express/Mauaged Lanes.
These alternatives will also iucorporate
clcments of Transportation System
Managemcut (TSM) and Transporlation
Dcmand Managcmcut (TDM) stralcgies
as a prel'errcd alternative is identified. All
three alternatives were compared with the
]No-Build alternative.
Overall, thc Viable Alternatives support
compliance with regioual air quality stan
lards. Each siguificantly reduces harmful
:missious ovcr the No-build scenario.
¢incc the Dallas/Fort Worth region is clas-
sified as a serious mm attainmem region
t~r ozone emissions, reductions in o,'ouc
precursors, Volatile Organic Compounds
(VOC) and Nitrogen Oxide (NOx),
should reduce ozone levels for thc rcgiou.
All three Viable Alternatives increase
mobility in thc Mcm)politan Planuiug
Area and ill the sludy area. Thc
Exprcss/Mauagcd Altcrnativc carries a
higher number of vehicles and people as
compared with thc other two altcrnativcs.
In addition, all thrcc Viable Alternatives
reduce motorist demand on local streets
aud decrease the vehicle hours of travel
and hours of delay iu thc region. A pre-
]in)inary constrnction cost estimate was
prepared lo determine thc maguitudc (if
Ibe financial commitmcn[ to build thc pr()
jccts. All alteruatives were considered
wilh similar improvemcnls along SHII4
and SHI21 uortb aud south of thc study
£trea,
After considering numerons alternatives and performing dclailed ewdualions, thc
SH114/SH121 stndy team is recommeuding a Preferred Alternative for thc corridor.
An Express Lane Alternative was considered to accommodate thc high w/lumc of uon
stop trips through the study area
on SHll4. During the study
process, refinements were made
to the Express Lane concept,
which resulted in a Managed
Facility. Thc Managed Facility
combines the mobility benefits of
express lanes with the people-
moving potential of high-occu
pancy vehicle !HOV) lanes, offer-
lng greater flexibility in control-
liug congestion. It also provides
regional air quality improve-
ments, construction cost savings, opportuuitics to generate revenue and to be imple-
mented more quickly than express lanes.
The Express/Managed Facility for the SH I 14/SH 121 corridor will accommodate both
high-occupancy vehicles (HOV) and single occupancy vehicles (SOV) providing
opportunities for congestion management through a combination of three variables:
hours of operation, auto occupancy, and toll/congestion pricing. The proposed
Managed Facility differs from a typical freeway facility in that il allows direct flow of
through traffic without iutcraction with local entrance and exit ramp trail%. The facil-
ity will be barrier-separated from the freeway main lanes with access to the facility
proposed at the following locations:

segment of SH 114 near Freeport
Parkway.
This full, tile study team will evaluate
the Express/Managed Facility's
access and operation issues. These
adjustments will include adding two-
lane direct intcrchaugc connections
in thc western segment between SH 114 and SH 121, modifying the existing SH
114/SH 121/International Parkway interchange, and modifying the IH 635. SH 26 and
FM 2499 interchanges among other issues. These alternatives will again bc formulat-
ed through extensive public and local government interaction and feedback.

input will be at the fifth public meeting
scheduled for 7:00 PM on July 15. 1999
in thc Grapevine City Hall Council
Chambers, 200 S. Main St., Grapevine.
The Project Team will discuss the screen-
lng analysis of the viable alternatives.
Thc goal of the public meeting is to pfc-
sent the findings of the screening and gain
consensus on the preferred alternative.
The format fbr this public mccting will
include a formal presentation followed by
an opportunity For comments and ques-
tions. The public
mcctmg is one of thc many ways to voice
your opinions on the SH114/SH121 study.
