The 1999 UTP, as approved by the Commission on 09-24-98, includes this
section under Priority 2 status for NHS Mobility, Category 3A.
The Dallas District is proposing to build the frontage rOads in their ulti-
mate position for a future freeway. The project is split into the following
three segments (if need be for ranking or due to fight-of-way delays):

SH 121 (SPUR 553) LEWISVILLE BYPASS (STAGE I)

B. Section 10: Denton Tap Road to Lake Vista (3-lane frontage roads)
Completed-- 1988
Section 11: Lake Vista to IH 35E (3-lane frontage roads)

Opened to traffic on June 1, 1996.
D. Section 12:
IH 35E to Existing SH 121 Near FM 544 (3-lane frontage
roads, freeway constructed where frontage roads are not
proposed)(CSJ 3547-01-004)
This project let on 01-09-96 and Brown & Root, Inc. was the low bidder
with a bid of $45,502,101.11. The Commission awarded the contract at
their 01-25-96 meeting and construction began on 04-29-96.
Construction is 99% complete with only minor signing, signal, and
striping work remaining.
The Noise Wall Project let on 11-13-98 with the low bid of $660,913.84
being submitted by Iowa Bridge & Culvert, Inc. The entire Bypass cannot
open until the noise wall is complete (estimated completion: September
1999). TxDOT's Denton County Area Office has devised a traffic control
