ST9904-CS 990202The City With A Beautiful Future PO BOX 478 COPPELL, TEXAS 75019 RO. Box 478 CoppelI, Texas 75019 972-462-0022 FILE Mr. Joseph W. Atwood, P.E. Project Manager TxDOT-Fort Worth P.O. Box 6868 Fort Worth, Texas 76115-0868 RE: Segment Options for SH121 (Blue Segment) February 2, 1999 Dear Mr. Atwood: The City of Coppell has received and reviewed the referenced schematics and has some concerns that I expressed to you during our conversation of February 2, 1999. As we discussed, the City of Coppell is concerned with the proposed connections into SH121 from Coppell. According to the schematics, the only major connections provided are for Sandy Lake Road and, in two of the options, Royal Lane. According to the City of Coppell Major Thoroughfare Plan, grade- separated interchanges are needed at Sandy Lake Road and Freeport Parkway, with Royal Lane connecting into the northbound frontage roads. As I discussed with you, it is critical to the business development of Coppell and to the mobility of Coppell citizens that a diamond interchange is provided at Freeport Parkway with SH121. Another issue that we discussed was the exact location of the Freeport Parkway interchange. The exact alignment of the road south of SHI21 is not known at this point. However, Freeport Parkway is already in place north of SH121 and would align directly with the future Freeport Parkway at SHI21. This would be the location of the future diamond interchange. My impression from our conversation was that this change in the plan could be made given the exact location for the Freeport Parkway interchange. We appreciate the opportunity to make this input into the planning of SH121 and believe that these adjustments in the plan should be made to better serve the communities in the corridor. If you should have any questions concerning these comments or if I can be of further assistance in this matter, please contact me at (972) 304-7019. Sincerely, Kent M. Collins, E.I.T.
