Joe Atwood, TxDOT SH 114/SH 121 Project Manager opened the meeting by bringing
the participants up to date on the project since the last Technical ComnUttee Meeting. A
consultant has been hired to assist the process and assist TxDOT. He then introduced the
Study Team Project Manager, Will Hagood from HDR Engineering who introduced his
staff and the other firms on the project Study Team.
Will, then presented the project schedule and planned public involvement activities. Brian
Swindell, HDR Engineering then presented an overview of the first public meeting. He
presented the proposed study process, a three step evaluation process to narrow the
'alternatives from the conceptual alternatives, to the viable alternatives, to the primary
alternatives, to a preferred alternative. Brian then discussed the evaluation process and
grouped the general criteria in four categories - Public Involvement, Environmental.
Engineering and Mobility issues. He then discussed that the public will be asked for input
on alternatives to consider and identify issues vital to the study. He then opened the
Technical Committee Meeting for feedback on the Public Meeting #1 presentation.
Dan suggested a review of the kickoff meeting and rename the upcoming public meeting
to Public Meeting Number Two. Don't discuss the number of ahematives for each
evaluation phase (example 20, 5). Also, we should recognize that the studies have been
conducted in the past but don't prejudice the study by emphasizing the existing corridor
too much or stating that the existing corridor was the suggested corridor. Also, Dan
wanted to insure that the initial study meetings have been conducted. A second kickoff
meeting may need to be held with transportation agencies. Joe and Gustavo will double
check to make sure that all milestones have been met. Dan reiterated that because of the
SOV guidelines, a comprehensive modal analysis viewpoint needs to be stressed. The
alternative may incorporate a number of modes especially ITS, TSM, TDM and
upgrading other modes.
Next, Dan suggested that Brian. during the presentation, state that short-term projects
along the corridor have already completed and further projects may be identified as part
of the MIS. These smaller or short-term projects may be incorporated in the final MIS or

become throw-away projects (immediate congestion relief) which may be constructed but
not incorporated into the MIS. Also, a rail option will probably be presented or suggested
at the upcoming Public Meeting.

David Morris with FHWA asked that meeting be scheduled to consider their travel
restriction. A 10 a.m. meeting time is appropriate.
Brian then opened discussion regarding any questions or additions to the evaluation
criteria. There were no comments.
Brian then turned the meeting over to Gustavo to discuss t~affic modeling issues.
Gustavo presented three alternatives for determining baseline analysis. After some
discussion with Dan Lamers, Joe wanted the baseline to include 'all programmed
improvements, l~he discussion consensus was the alternatives to include all 2020
recommended improvements but concerns over biasing the analysis were raised, Gustavo
also gave all the cities present, a traffic network map. He asked that they mark the plots
for committed projects within the cities and return markups to NCTCOG by August
Action Items:
Joe and Gustvo will check to see that the second kickoff meeting needs to be held to
insure that the MIS milestones have been made.

· Mike Morgan will have a DART table at the next Public Meeting to address DART
questions~
· Meeting with NCTCOG, TxDOT and HDR to discuss baseline traffic modeling.
· Gustavo will send a letter to the cities transmitting the traffic network map and asking
them to return the map NCTCOG by August 10.
· Start will check on utilizing the Grapevine Convention Center for the Public Meeting
for September 3 - 5 p.m. - 9 p.m. The meetings in the future may be at other times to
best meet the needs of the interested public, Joe and Will will discuss this further.
