pursue MiS 114 now-probably 1 1/2years from now.
Mike Morgan/DART: Dart needs assessment of area Northwest service tollway to 183 or I30 looked at.
How far up 1147 We haven't determined. Dart will do MIS on this area first of year. In process of
interviewing community leaders.
John Mack: Has process of hiring consultant began? Yes. Regarding Problem Statement, call it "Purpose
and Needs." Include Environmental documentation, add accident figures.
There is need for a focus group or conununity advisory committee (lake study to community to look over
data and get feedback from them).
Bob Price: Focus on corridor piece by piece at next meeting; tab maps, appraisal District.
John Mack: Will there be a lot of Right of Way to be purchased?
Joe Atwood: Not sure at this poInt.
Joe Atwood: Need workshop on Alternatives for the next Public meeting
Bob Price: Need discussion on ROW.
Bob Price: South Grapevine-not templine exit. Does not hae disUmces without braided ramps.
Who's responsibility is focus group.
Gustavo Baez: MIS group coordination-all involved.
John Mack: Will have to have consultants to see how much ROW. Can talk about alternatives, then give
that to consultants.
Bob Price: Of 114, how much ROW for section?

Forecast travel demand into the year 2020 for the north central region of the Metroplex exceeds the
capacity of SH 114 east-west transportation network in Grapevine. This corridor operates at peak capacity
(see Level of Service (LOS) in figure 1). Site specific congestion problems exist within the corridor.

Figure 1: Metroplex Current Level of Service
Remedial measures enacted as state funded bottleneck projects have relieved some of the site specific
congestion. The bottleneck projects were identified in a Feasibility Study dated November 1991 or they
were proposed by local governments.
Demographics compiled by NCTCOG support the LOS deterioration. Population growth in the cities
surrounding the study area is expected to increase to 650,000 in year 2020. This is up fi.om 1995
population of 385,000. Likevdse, employment (jobs) will increase to 358,000 jobs in 2020. Up from
188,000 jobs in 1995. The growth figures are illustrated in figures 2 and 3.
Travel demand forecasts demonstrate that a no-build scenario will adversely impact the area's
transportation network. Mobility plans prepared by the North Central Texas Council of Governments
(NCTCOG) forecast steady demand increases on the transportation network. The demand is growing and
will exceed the network's capacity. LOS analysis of the existing "base" network demonstrates the effects
of user demand for transportation on the existing network. The three time-increment figures prepared by
NCTCOG for Mobility 2020 (figures 1,4, and 5) illustrate the continuing degradation in transportation

indicate a growth of 25,945 new housing units in the cities contained in and surrounding the study area.
Furthermore, the Alliance airport development is rapidly increasing its list of occupants with large-scale
corporations such as Intel (1997) and United Parcel Service (1995). Situated in the heart of the project
area is DFW International Airport. This airport is the
second busiest airport in the nation. Passenger and

Development of criteria for selection of alternative.
Criteria: (As written on flip chart paper during discussion)
1. Minimize impacts to adjacent property owners/Develop the
existing corridor
What criteria is important to Grapevine? Comment by Bob Price- Potential of reversal
lanes to accommodate am/pm directional split.
3 Maximize operations increase efficiency - CMS alternatives.
4 Maintain existing access.
5. Positive economic development.
Discussion by Bob Price and Mike Barnes:
6. Integration of DFW Airport's long term plans.
Concerns of Atul Patel/City of Coppell: 7. Satisfy the goals of Freeport tax-exemption development.
8. Meet demand of lntermodal activities. (economic
development)
TxDOT/NCTCOG concerns:
7. Mobility
8 Safety
9 Cost effective
I 0. Project coordination/consistency w/Mobility Plan goals
City of Keller expressed no additional concerns
City of Irving's concerns are with getting the traffic flowing.
NOTE:
Joe Atwood will contact Dallas District about SH 114 in Dallas county. Technical
Committee wants a representative of District 18 to attend the September meeting.
Joe Atwood/TxDOT: Develop Mission statement, Set Goals.
Jim Driscoll w/City of Irving:
Local Transition (12 lanes transitioning down to old facility,
Flexibility, Cross Section)
Bob Price/City of Grapevine and Jim Driscoll/City of Irving:
Bottleneck (Belt Line Rd) - Will transition from new facility
to existing go beyond TxDOT-FTW district boundaries?
Do we need to take MIS study boundaries to Freeport? To
Loop 12 at Texas Stadium?
Joe Atwood/TxDOT:
The study may increase limits as the technical committee
and public sees a need
Gustavo Baez/NCTCOG:
Problem increasing the study boundaries. Where do you
end. Are we displacing Bottlenecks and moving them
somewhere else?
Dan Lamers/NCTCOG:
Dallas District is not currently interested in a SH 114 MIS
from DFW Airport to Texas Stadium They might be in 14
months or so.
Dan Lamers/NCTCOG:
Extending corridor limits to cover some of Dallas District
places strain on developing the Environmental Assessment.
Delay NEPA process.
Jim Driscoll/City of Irving:
Dan Lamers/NCTCOG:
Bob Price/City of Grapevine:
CLOSING STATEMENTS;
Joe Atwood/TxDOT:
Dan LamersfNCTCOG:
Let Dallas District pick up SH 114 MIS from Loop 12 to
District 2 8,: District 18 boundary
Our MIS limits are mostly confined to a sprawling
interchange area, but there is a need to locus on the feeders
into the study area.
Has anything been done on hiring a consultant since the last
meeting? Answer-NO, IxDOT Contract manager is on
vacation
Discussion of acceptance or criticism of revised project timeline
Increase time allowed for FEA/FONSI from 8 months to 12
months. With this change approve timeline for publishing in
Newsletter.
Timeline needs a note that mentions Option 2 (concurrent
MIS/NEPA). Concern being all M1S' in NCTCOG area have
been Option I (sequential MIS/NEPA).
Next Meeting: Tentative date September 8, 1997
[he SH 114 Major Investment Study
is focused on transportation
improvements in the SH 114
corridor located north of DFW Airport. The
study process involves everyone impacted
by transportation in and surrounding the
study area. Included ara city
govemmenta, county agencies, council of
govemmants, state agencies, federal
agencies, toll road authorities, mass transit
agencies, airport officials, and the general
public.
The entities ara collaborating to develop a
locally preferred transportation
improvement plan. The plan may integrate
as many transportation modes and
transportation strategies as necessary to
produce the desired improvements, to cure
exisfing and expected transportation
problems in the corridor. This may include
incorporating high occupancy vehicle
lanes~ flex time work hours, hike and bike
trails, and/or toll express lanes.

on page 2. It contains details concerning
each specific MIS activity.
CURRENT EVENTS
Alternative
Criteria
--~ he SH 114 MIS Teshnical
Committee is a group of local
transportation professionals that
meet once monthly to define the
SH 114 Major Investment Study. Their
latest task is to develop criteria to measura
a transportation alternative's effectiveness
at meeting the corridor's transportation
goals. Some typical examples of criteria
identified are: an alternative must promote
positive economic development in the
corridor, an altemative must enhance
mobility for projected traffic demands, and
the alternatives must be cost-effective.
Do you have any suggestions for criteria
used to measure a transportation
alternative? Remember, transportation is
not limited to automobiles and trucks.
Please convey your critada ideas to the
Technical Committee team. You may do
this by telephone, mail, or e-malL
