October 6. 1997 SH 114 MIS robl h Forecast travel demand into the year 2020 for the north central region of the Metroplex exceeds the capacity of SH 114 east-west transportation network in Grapevine. This corridor operates at peak capacity (see Level of Service (LOS) in figure 1). Site specific congestion problems exist within the corridor. 1995 FREEWAY NETWORK WITH 1995 DEMAND PEAK HOUR LEVEL OF 6ERVICE Figure 1: Metroplex Current Level of Service Remedial measures enacted as state funded bottleneck projects have relieved some of the site specific congestion. The bottleneck projects were identified in a Feasibility Study dated November 1991 or they were proposed by local governments. Demographics compiled by NCTCOG support the LOS deterioration. Population growth in the cities surrounding the study area is expected to increase to 650,000 in year 2020. This is up fi.om 1995 population of 385,000. Likevdse, employment (jobs) will increase to 358,000 jobs in 2020. Up from 188,000 jobs in 1995. The growth figures are illustrated in figures 2 and 3. Travel demand forecasts demonstrate that a no-build scenario will adversely impact the area's transportation network. Mobility plans prepared by the North Central Texas Council of Governments (NCTCOG) forecast steady demand increases on the transportation network. The demand is growing and will exceed the network's capacity. LOS analysis of the existing "base" network demonstrates the effects of user demand for transportation on the existing network. New housing is increasing in the study area. Housing unit records for 1990 and 1996 (Table 1) indicate a growth of 25,945 new housing units in the cities contained in and surrounding the study area. Furthermore, the Alliance airport development is rapidly increasing its list of occupants with large-scale corporations such as Intel (1997) and United Parcel Service (1995). Situated in the heart of the project area is DFW International Airport. This airport is the second busiest airport in the nation. Passenger and freight are the primary sen4ces of DFW Airport. Colleyville 4,309 5,555 Runway expansions are planned. The most recent is Coppell 6,404 9,311 the addition of east runway 17L/35R on October Euless 17,117 17,937 1996. Planned runway expansions will increase Flower Mound 5,366 11,382 DFW Airport's year 2015 capacity to 51 million Grapevine 11,907 13,520 inplane passengers and 1.9 million cargo. Airport Irving 71,059 76,335 operations forecast predict 1.4 million takeoffs and Keller 4,792 6,610 landings by the year 2015. A new retail shopping Lewisville 19,724 23,849 mall, Grapevine Mills Outlet, is scheduled to open Southlake 2,445 4,569 October 1997. It is situated in the northeast quadrant of the SH 121 and FM 2499 interchange. The mall is Table 1: Housing Units expected to bring an additional 6000 full and part time jobs to Grapevine. Sales activity at Grapevine Mills is expected to generate additional economic activity within the city, creating more than 5000 new jobs. The east end of the corridor has too many markets to list. With this change approve timeline for publishing in Newsletter. Timeline needs a note that mentions Option 2 (concurrent MIS/NEPA). Concern being all M1S' in NCTCOG area have been Option I (sequential MIS/NEPA). Next Meeting: Tentative date September 8, 1997 [he SH 114 Major Investment Study is focused on transportation improvements in the SH 114 corridor located north of DFW Airport. The study process involves everyone impacted by transportation in and surrounding the study area. Included ara city govemmenta, county agencies, council of govemmants, state agencies, federal agencies, toll road authorities, mass transit agencies, airport officials, and the general public. The entities ara collaborating to develop a locally preferred transportation improvement plan. The plan may integrate as many transportation modes and transportation strategies as necessary to produce the desired improvements, to cure exisfing and expected transportation problems in the corridor. This may include incorporating high occupancy vehicle lanes~ flex time work hours, hike and bike trails, and/or toll express lanes. WHAT'S NEW The Path to Excellence -~ he Texas Department of Transportation is dedicated to provide transportation solutions in a timely manner. The SH 114 Major Investment Study project schedule is summarized as follows: Stage 1 (September '97 to January '98): Define design criteria. Develop basic alternatives. Stage 2 (February to August '98): Develop transportation strategies for the corridor. Stage 3 (September '98 to March 'S9): Produce conceptual studies of promising strategies. Develop consensus on a locally preferred alternative. Stage 4 (April to October '99): Produce detailed study of locally preferred alternative. Stage 5 (November '99 to June 2000): Acquire ragional approval for the locally preferred alternative. Stage 6 (July 2000 to July 2001): Complete FEA/FONSI and acquire regulatory agency approvals. Please review the project timeline graphic on page 2. It contains details concerning each specific MIS activity. CURRENT EVENTS Alternative Criteria --~ he SH 114 MIS Teshnical Committee is a group of local transportation professionals that meet once monthly to define the SH 114 Major Investment Study. Their latest task is to develop criteria to measura a transportation alternative's effectiveness at meeting the corridor's transportation goals. Some typical examples of criteria identified are: an alternative must promote positive economic development in the corridor, an altemative must enhance mobility for projected traffic demands, and the alternatives must be cost-effective. Do you have any suggestions for criteria used to measure a transportation alternative? Remember, transportation is not limited to automobiles and trucks.
