1. Minimize impacts to adjacent property owners/Develop the
existing corridor.
What criteria is important to Grapevine? Comment by Bob Price- Potential of reversal
lanes to accommodate am/pm directional split.
3. Maximize operations increase efficiency - CMS alternatives.
4. Maintain existing access.

City of Keller expressed no additional concerns.
City of Irving's concerns are with getting the traffic flowing.
NOTE:
Joe Atwood will contact Dallas District about SH 114 in Dallas county. Technical
Committee wants a representative of District 18 to attend the September meeting.
Joe Atwood/TxDOT: Develop Mission statement, Set Goals.
Jim Driscoll w/City of Irving:
Local Transition (12 lanes transitioning down to old
facility, Flexibility, Cross Section)
Bob Price/City of Grapevine
and Jim Driscoll/City of Irving:
Bottleneck (Belt Line Rd) - Will transition from new
facility to existing go beyond TxDOT-FTW district
boundaries? Do we need to take MIS study boundaries to
Freeport? To Loop 12 at Texas Stadium?
Joe Atwood/TxDOT:
The study may increase limits as the technical committee
and public sees a need.
Gustavo Baez/NCTCOG:
Problem increasing the study boundaries. Where do you
end. Are we displacing Bottlenecks and moving them
somewhere else?
Dan Lamers/NCTCOG:
Dallas District is not currently interested in a SH 114 MIS
from DFW Airport to Texas Stadium. They might be in 14
months or so.
Dan Lamers/NCTCOG:
Extending corridor limits to cover some of Dallas District
places strain on developing the Envirorunental Assessment.
Jim Driscoll/City of Irving:
Delay NEPA process.
Let Dallas District pick up SH 114 MIS from Loop 12 to
District 2 & District 18 boundary.
Dan Lamers/NCTCOG:
Bob Price/City of Grapevine:
Our MIS limits are mostly confined to a sprawling
interchange area, but there is a need to focus on the feeders
into the study area.
Has anything been done on hiring a consultant since the last
meeting? Answer-NO, TxDOT Contract manager is on
vacation.
CLOSING STATEMENTS:

Discussion of acceptance or criticism of revised project timeline.
Increase time allowed for FEA/FONSI from 8 months to 12
months. With this change approve timeline for publishing in
Newsletter.
Dan Lamers/NCTCOG:
Timeline needs a note that mentions Option 2 (concurrent
MIS/NEPA). Concern being all MIS' in NCTCOG area have
been Option 1 (sequential MIS/NEPA).
