The Dallas District requested that this project be
elevated to Priority 2 authority in the 1996
Project Development Plan (PDP) Update as well as
the 1997 Unified Transportation Program (UTP). The
project was not selected by the Commission under
either of these programs. Therefore, Jay Nelson,
P.E. (Dallas District Engineer) has programmed
this project using Category 11 which is a 10 year
programming authority given to the District
Engineers to develop district discretionary
projects. This allows the Dallas District to
proceed with plan development and right-of-way
acquisition.
Work on the Draft 1998 UTP is currently underway.
The TxDOT districts are updating project data on
the mainframe for all NHS and candidate NHS
projects. Austin will re-rank these projects on
February 3, 1997.
3. This project is still a candidate for Category 3A
-- National Highway System Mobility.
S.E. 121 (SPUR 553) LEWISVILLE BYPASS (STAGE I)

This project let on July 10, 1996 and J.D. Abrams,
Inc. Was the low bidder with a bid of
$14,581,681.91. The Texas Transportation
Commission awarded the contract at their meeting
in late July.

Construction began on October 7, 1996 and is 2.5%
complete. Time is currently suspended due to
utility and personal property relocation problems.
Construction will take 26 months to complete once
it resumes (probably within the next month).

This project let on January 9, 1996 and Brown &
Root, Inc. was the low bidder with a bid of '
$45,502,101.11. The Texas Transportation
Commission awarded the contract at their January
25, 1996 meeting.
The pre-construction meeting was held on March 7,
1996 and construction began on April 29, 1996.
Construction will take 36 months.
Construction is 18% complete and the anticipated
completion date is May 1999.
III. S.H. 121 FREEWAY IMPROVEMENTS (STAGE II)

The Dallas County portion of this project is
currently listed as a Long Range Project (LRP).
The Denton County portion is not. The TxDOT Dallas

County portion and is awaiting Austin's reply.

Lone Star and J. D. Abrams have reached an agreement on staging on north side by Ace Lane. Gas contractor will be on site for
Staton (SH 121 Cafe) during week of 1/13. Directional bore and will take only 2-3 days.
(Last action per 1/3/97 memo: Lone Star Gas still has line relocations to complete. Three weeks ago when they were contacted,
Lone Star could not find a contractor to relocate the lines. The lines involved are a six inch lines south of the right-of-way running
from the SH 121 Cafe to the trailer park. (The remainder of the line on the southern boundary evidently has been relocated.) There
is also a four inch line that runs up the western boundary of Ace Lane. No private contractor has attempted relocation of this line
to date.)
