This letter is to summarize the status of thc construction scheduling on thc construction of SH
121 ti'om IH 3.SE to near FM 544.
I have been informed that the previously outstanding Right of Way parcels either are in hand or
will be prior to impacting thc prqiect. We appreciate thc assistance givcn by City of Carrollton
staff in acquiring some of' these ahcac of schedule. Some DCRRD easements are still pending. I
expect a more dctailcd status report from Mr. Moorc next week,
Utility adjustments are in progress. All known utilitie,~ now have their approved pcnnlts in hand
with the exception o Lone Star Gas (ac:*r Hebron Parkway). IU electric, G'rF,, and thc City o£
Cam)ilion have work in progress. I ,'tm expecting a detailed uchedule for these activities from Mr.
Alien next week.
Dall~s district design is working on a Change ()Mcr to address DCRRD's concerns about the
drainage design. Mr. Jcssup is waiting for DCRRD concurrence on a proposal submitted to the/r
engineer to address these concerns. A tm~cly response to our propo,mls would be helpful. Thc
DCRRD's Engineer was verbally informed of this situation in January and the matter was lbrmally
addressed in a letter to theft' attorney on February 29. We hope to havc these issues resolved by
early May.
After the prcconstruction mccting on M~ch 7, a meeting took place bctween TxDOT, FEMA.
and thc City of Lewisville to develop a plan to address a flood plum issue that remtfins unresolved
w/Ih that agency. Mr. Jessup and our con.qultant should be able to address this in a relatively
short time when they get thc most cnrrent flood plain model from FEMA. Mr. Kmn,'u' has been
helpful with this. Mr. Kronur states that hc has the authority to approve our plan if the design can
he modified to eliminate thc 0.02 foot increase in the basic flood elevation shown in our original
study. I expect this issue to be resolved by mid May.

We have the contractor's schedule under review uow, I expect to approve or r~ject it in thc next
two weeks.
My best estimate is that the prqj¢ct completion will be delayed two or three months by these
unresolved issues. A lot of infbrmation is coming together in a fhh-ly short time/:Pm'ne, and we
w/Il r~quire some time to evaluate it belbrc anything more "scientific" is available. After May, the
utility relocations seem to become critical lo the prqjcct completion date.
At this time [ain pr/madly concerned with minimizing delay costs to the contractors, ~md
ultimately TxDOT. I intend to suspend time charges until thc above issues are resolved. I will
allow T.J. Lambrecht to begin grading operations during this ti~ne suspension to avoid incurring
thc expense of standby time on their equipment and possible cost of locating new borrow sources
at some later tflne. This may give the appearance of progress on the project, but will not impact
the completion date. At some later date you should expect to observe an Opl)arenl lack of
progress on the prqject due to thc lag between thc compIctloa of grading operations and the othc~
items of work.
As we discussed, I have a previous commitment for April 12, so I won't be able to attend the
