Category 3A - National Highway System Mobility. II. S.H. 121 (SPUR 553) LEWISVILLE BYPASS (STAGE (See attached for right of way status) A. Section 9: North of Denton Creek to Denton Tap Road (3-lane frontage roads) (CSJ 3547-03-002 & 3547-02-003) Category 13 - State Funded Mobility. This project was authorized in the 1996 PDP as approved by the Texas Transportation Commission en October 26, 1995. It has been given Priority 1 status with a 1996 scheduled year. As a result, the project has been placed in the draft FY 96-98 TIP for fiscal year 1996. 2. Estimated letting date is July 1996. 3. Construction plans are 81% complete. 4. Estimated construction cost is $14,000,000. Section 10: Denton Tap Road to Lake Vista (3-lane frontage roads) Completed - 1988 Co Section 11: Lake Vista to I.H. roads) (CSJ 3547-01-002) 35E (3-lane frontage This project let on April 13, 1994. Section 12: I.H. 35E to Existing S.H. 121 Near F.M. 544 (3-lane frontage roads, freeway constructed where frontage roads are not proposed) (CSJ 3547-01-004) Category 13 - State Funded Mobility. This project was authorized in the 1996 PDP as approved by the Texas Transportation Commission on October 26, 1995. It has been given Priority 1 status with a 1996 scheduled year. TxDOT has placed this project in the draft FY 96-98 TIP for fiscal year 1996. 3. The final plans are 100% complete. 4. Estimated construction cost is $52,000,000. 5 o This project let on January 9, 1996 and Brown & Root, Inc. was the low bidder with a bid of $45,502,101.11. The Texas Transportation Commission is expected te award the contract at their January 25, 1996 meeting. III. S.H. 121 FREEWAY IMPROVEMENTS (STAGE II) A. Section 13: Tarrant County Line to North Creek (conversion to freeway) (CSJ 0364-02-017 & 0364-03-064) of Denton The Dallas County portion of this project is currently listed as a Long Range Project (LRP) in the 1996 PDP. The Denton County portion is not. The TxDOT Dallas District will request LRP status for the Denton County portion in the 1997 PDP update. 2. Category 3A - National Highway System Mobility. Candidate for Category 4E: STP Urban Mobility or Category 3A - NHS Mobility. 3o The Dallas District requested in the 1995 PDP update that authority be given to allow for State participation in right-of-way acquisition up to $70 million on the section of S.H. 121 between S.H. 289 and U.S. 75. This was not included in the PDP update; therefore local governments have indicated they will prepare a formal request to secure TxDOT right-of-way funding. PLANO PAI~ACWAY SUITE 104 PLANO, TEXAS 75003 (214)964-8801 - FAX (214)$96-6547 TASK FORCE MEETING NOTES January 12, 1996 FRITO-LAY NATIONAL HEADQUARTERS pLANO, TEXAS Ruben Delgado, Collm County Director of Engineering, opened the meeting at 10:05 A.M. end welcomed all in attendance. Robert Pope renUnded the group of the bi-monthly meeting schedule; the next meeting will be held on March 8, 1996 at Frito-Lay. An interim update will be mailed or faxed to Task Force members in February. Pope then inn-ned the floor to Charles Tucker, TxDOT Dallas District Director of Transportation Planning and Development, to present the attached "TxDOT SH 121 Task Force Report". Tucker reported bids were received on January 9 for Section 12 (Bypass frontage roads or freeway lanes from lI-135E to near FM 544). The bid low bid was over $6 million below the estimate for the project. There was an apparent discrepancy in one of the bids received; however, the Commission will probably award the contract at their January 25 meeting. Construction should start by mid-March with thirty month (485 working day) construction period scheduled. Tucker also reported Section 9 (Bypass frontage roads from Denton Creek to Denton Tap Road) is on schedule for a July letting. Rider Scott of David Dean and Associates, representing Denton County, reported only three tracts remain for the eminent domain process. Construction of the project should begin in September; construction period estimated at 360 working days. If contractors complete within allotted construction period, both section 9 & 12 should be completed around September 1998. There was extensive discussion regarding the discrepancy in the status of Section 13 (Stage H freeway improvements from Tan'ant County Line to Denton Creek. The Dallas County portion of this section is shown in the 1996 PDP in the Long Range plalmmg (LRP) category; the Denton County section is not included. 1ohn Polster of David Dean and Associates asked if Denton County could provide the program feasibility work for the project to speed up the process. Tucker indicated that local governments could provide (and pay for) the feasibility work. A similar discussion was held on Section 14 (Stage li freeway improvements to the Bypass). Bill Strange asked how long it will take to design the project once it is included as Priority 2 in a future PDP. Tucker responded it would take approximately one year. John Baxter asked the cost if local governments were willing to fund the design work in anticipation of inclusion for construction in the PDP. Tucker estimated design would cost approximately $200,000. However, due to the financial restraints on thc statewide Transportation Improvement Program (STIP) there would more than l/kely be no savings in time. John Polster suggested local governments efforts are best spent gctt/ng the project to Priority 2 status. Ruben Delgado, Collin County Director of Engineering, reported Collin County has contracted for engineering design of several interim intersection improvements east of Preston Road.
