Robert Pope welcomed the group; Charles Tucker, TxDOT ACting District Director of Transportation Planning l~nfl Development, took the floor to present the attached "TxDOT SH 121 Task Force RePort". Tm:kef reported the Transportation Commission has approved the 1996 Project D?vel0pment PIan (PDP), the ten-year plan for transportation improvements in the state. The n¢w plan includes Priority I Project~ (ready to proceed to construction in the next three years) and Priority II Projects (in the Pla~ming stage tO be built in Years four through ten of the plan). Projects beyond the ten-year date ore considered Long Range Planning (LRP) projects. LRP projects are not in the PDP but will be determined by the District offices over the neg few months. The DistriCt requested the Commission to include Section 8 of the capacity improvements in Priority II; due to the requirement that the PDP be fiscally constrained by the amount of funding anticipa~[ed to be available over the term of the plan, th~ Commission chose not to include the project. The District will include the project in its review of potential LRP projects. Bud Archer, a property owner in the corridor between Preston Road and US 75, questioned why ROW was not being acquired in Section 8. Pope replied that the Cities are responsible for acquisition and several parcels have been acquired. Most of the cities have chose0 to wait until zoning or platting of affected properties; Plano has acquired three parcels to datel Mr. Archer indicated his willingness to help acquire the necessary right-of-way; Harlan Moor~ &the TxDOT District ROW office and Ruben Delgado, Collin County Director of Public Works, warned that care must be taken not to violate federal rules and jeopardize future federal construction funds. Mr. Archer was encouraged to proceed and discuss the acquisition plan with local g0v~rnments. Hat!an Moore reported ROW acquisition is proceeding smoothly in Section 9 with only one eminent domain case remaining to be filed. Wayne Whitehead of the utility section of the TxDOT Dis~trict ROW office reported all utility relocations are on or ahead of schedule and will be ready well in advance of the July 1996 letting date. Tucker pointed out the TxDOT Austin has requested the letting date for Section 12 be moved to January 1996 rather than the February date originally anticipated. John Baxter of Bright Interests questioned if the construction schedule for the project will permit early opening ofth~ ~ec~tion from FM 544 to Hebron Parkway. Buz Elsom, TxDOT Denton Area Engineer, noted the contract leaves schedule options to the contractor, specifying only the permitted construction p~riod and liquidated damages for failure to complete on time. David Jessup of TxDOT reported the contract is set for 300 working days (the Department estimates an average of 15 working days p.er month (based on weather, holidays, etc.). After the contract is awarded, the local governments can work Pag~ 2 with the Department and the Contractor to encourage schedule changes. Pope noted that some local governments may have concerns about opening pan! of the project prior to completion of the entire contract. Whitehead reported utility relocations are ahead of schedule for Section 12. Harl4n Moore mentioned several minor right-of-way problems on the section but noted that none are of major concern. Commissioner Jacobs requested a report at the next meeting on the process for including Sections 13, 14 & 15 (upgrade to freeway from Tarrant/Denton County line to US 75) in the Long Range Plan category. Tucker stated these sections would be included in his review of potential LRP projects over the next few months. It ,vas agreed the Task Force will continue to meet on a bi-monthly schedule beginning in January; a short status report will be mailed or faxecl to members between tho meeting;~.
