TIP does include this project in fiscal year 1996,
and the 3/10/95 estimated distribution of State
apportionments for fiscal year 1996 shows $66.3
million of which $14 million is designated for
Section 9. Public hearings will be conducted for
the FY 96-98 TIP during the summer of 95. The
project has been placed in the draft FY 96-98 TIP
for fiscal year 1996. ~y~ ~

include this project; however, the 3/10/95
estimated distribution of State apportionments for
fiscal year 1996 shows $66.3 million of which $52
million is designated for Section 12. Public
hearings will be conducted for the FY 96-98 TIP
during the summer of 95.
TxDOT has placed this project in the draft FY 96-98
TIP for fiscal year 1996 with the earliest possible
letting date of February 1996 (based on TIP
approval time).
3. The final plans are approximately 94% complete.
4. Estimated construction cost is $52,000,000.
The recent revisions to the Clean Water Act
Nationwide Permit program will require further
environmental coordination with Texas Parks and
Wildlife and the Corps of Engineers. Specifically,
there are two areas of concern: the existing pond
which lies within the ROW near the northbound
frontage road of I.H. 35E; and the densely wooded
area between the MKT Railroad and the Elm Fork of
the Trinity River. The notification process with
the Corps of Engineers will resolve the remaining
environmental issues once completed, probably by

the end of November 1995.
"Plans adequate" was sent to the utility companies
on February 10, 1995~
TxDOT has received a request from Denton County to
construct Midway Road using the City of
Lewisville's recommended pavement section (concrete
pavement, 37' back-to-back) because this section of
Midway Road will be incorporated into the City of
Lewisville's road system. TxDOT has determined the
new right-of-way requirements and the right-of-way
map has been updated. The affected property owner
is aware of the change.
TxDOT has finalized the right-of-way requirements
for the Standridge Road schematic revision and the
right-of-way map has been updated. S.H. 121
Freeway right-of-way donations are contingent on
formal local approvals of the revised design
schematic presented at the November 11, 1994 public
meeting, which will be submitted to the cities
along with the ROW Map by the end of August.
121 FREEWAY IMPROVEMENTS (STAGE II)

This project has been elevated from feasibility
status to Level I authority in the 1995 PDP.
Category 3A - National Highway System Mobility.
At the December, 1994 S.H. 121 Task Force meeting,
a schematic revision was discussed that would
change the Freeport Parkway/S.H. 121 interchange
from a partial cloverleaf interchange to a diamond
interchange and eliminate the Parkway Boulevard
interchange at S.H. 121. Parkway Boulevard would
intersect with Freeport Parkway south of S.H. 121.
TxDOT has reviewed this schematic revision and has
determined that the construction cost will not
significantly change. The TxDOT Dallas District
has decided to pursue this schematic revision
subject to public involvement. Local participation
will not increase due to this schematic revision.

The Dallas District requested in the 1995 PDP
update that authority be given to allow for State
participation in right-of-way acquisition up to $70
million on the section of S.H. 121 between S.H. 289
to U.S. 75. This was not included in the PDP
update; therefore local governments have indicated
they will prepare a formal request to secure TxDOT
right-of-way funding.
