TASK FORCE MEETING NOTES
July 14, 1995

The meeting opened at 10:05 A.M. with introductions of all in attendance. John Blain, TxDOT
District Director of Transportation Planning and Development, then took the floor to present the
attached "TxDOT SH 121 Task Force Report".
Blain clarified that the improvements at the Crider Road intersection should be open for traffic by
the end of August even though some final cleanup and grass seeding will still be underway.
Blain pointed out the Draft 1996-98 Transportation Improvement Plan (TIP) presented to the
Regional Transportation Council (RTC) on July 13 includes $66.3 million for construction of
Sections 9 (Denton Creek to Denton Tap Road) & 12 (IH 35E to FM 544) of the Bypass in fiscal
year 1996. That draft document will be the subject of public meetings between July 26 and August
24; the final document, taking int6 account input from the public meetings, should be presented to
the RTC for final adoption in September. Denton County Commissioner Sandy Jacobs asked Pope
to send copies of the public hearing notice along with draft resolutions and letters of support to all
of the Task Force members. Jacobs urged all members to attend the hearings to show support for the
project.
Blain asked Rider Scott of the firm of David Dean & Associates, to report on the status of ROW
acquisition for Section 9. Scott noted there are 14 parcels yet to go through the eminent domain
proceedings; four hearings are to be held in August with all cases planned to be completed by
November. Scott noted his charge from the Denton County Commissioners Court is to keep the ED
proceedings moving through the court system with as little delay as possible.
Blain requested affected property owners at the Standridge Road intersection to meet following the
Task Force meeting to review the schematic for the interchange. The District intends to distribute the
drawings to local governments for final approval by the end of July. ~
Wayne Whitehead of the District ROW division reported all utility companies in section 12 are
working on relocation plans and appear to be ahead of schedule.
John Baxter of Bright Interests questioned the status of FM 423 (Josey Lane) improvements south
of SH 121. Blain noted design is underway but some delays have been encountered due to access to
the alignment. The project is still included in the PASS category but the Dallas District has received
only 3.15 million in allocations for the category over the next three years.
