TASK FORCE MEETING NOTES
March 10, 1995

Robert Pope opened the meeting at 10:05 A.M. and requested all in attendance to introduce
themselves (list attached). Pope asked David Griffin, Executive Director of the Dallas Regional
Mobility Coalition (DRMC), to report on the upcoming appearance of a regional delegation before
the Transportation Commission. Griffin explained the North Texas Regional Transportation Task
Force, organized by the North Texas Commission and made up of the DR_MC, NCTCOG and several
Chambers of Commerce, will host a reception for the Transportation Commissioners and TxDOT
staff at the Driskil[ Hotel in Austin on the evening of March 29. The delegation will also appear
before the Commission the morning of March 30; the focus of the presentation will be to stress the
vibrant economy of the Dallas-Fort Worth region and the need for additional transportation funding.

Pope corrected the minutes of the February Task Force meeting which stated the groundbreaking for
the extension of the Dallas North Tollway from SH 121 to YM 720 in Frisco would be held on March
8; that event will instead be scheduled for April. Additional information will be provided when
available.
John Blain, Tx. DOT District Director of Transportation Planning and Development, took the floor
to present the attached "TxDOT SH 121 Task Force Report". Blain noted the work order has been
issued for construction of the improvements at the Crider Road intersection. However, since TxDOT
regulations do not permit placement of HMAC until around May l, time on the contract has been
suspended until warmer weather arrives.
In discussing the scheduled July 1996 letting of Bypass Section 9, Blain advised the group that
District Engineer lames Huffman will receive the 1996 apportionment estimates in a meeting in
Austin later this month. That information will be used to prepare the 1996 draft TI?. Blain also
reported the lettings of CMAQ and STP-MM projects for fiscal year 1995 are behind the schedules
anticipated when the 1995 TIP was approved. This delay could impact the schedule for letting of non-
CMAQ projects in 1996. David Griffin noted the regional delegation appearing before the
Transportation Commission at the end of the month will request the Commission to remove at least
a portion of the CMAQ funds fi.om the District's letting cap.
Kenneth Shirley of the TxDOT Southwest Area Office, the office designing Section 9 of the Bypass,
reported the Department is working with the City of Coppell and land owners at the comer of the
Bypass and Denton Tap Road to resolve a drainage design and easement issue. In answer to a
question fi.om John Baxter, Shirley reported improvements to the Bypass and Denton Tap Road in

both Lewisville and Coppell will all be under construction commencing in summer 1996. The cities
and TxDOT will coordinate traffic management in the area during construction.
Harlan Moore of the TxDOT District Right-of-Way Division reported that the first eminent domain
proceeding for Section 9 has been filed in Dallas County. Five more cases are ready for filing; there
are a total of 7 or 8 cases to be filed. It is hoped the TxDOT archaeologist will complete the report
on Indian artifacts in the ROW next week. Wayne Whitehead, also of the District ROW division,
reported that utility companies have received plans adequate to permit preparation for relocation of
their facilities; meetings have been scheduled on site with Brazos Electric and TU to determine exact
requirements.
David Hensley of the TxDOT Denton Area Office reported Section I 1 construction is on schedule
for the anticipated August I996 completion.
Harlan Moore noted the only remaining ROW issues in Section 12 are the ROW swap at Standridge
Drive and minor drainage and temporary construction easements on the Singer Tract.
The Standridge paperwork should be complete for submittal to Austin shortly. Offers have been
made for the easements and the Department is preparing to file condemnation. Wayne Whitehead
reported all utilities are underway with design of their relocation plans; his office will be meeting on
the site with TU to discuss the tower relocations.
Blain reported the District staff is preparing cost estimates for the freeway schematic changes
requested by the cities of Coppell and Grapevine (Section 13). Those estimates should be complete
in three to four weeks.
Blain noted the District has received inquiries from property owners along Section 15 regarding
design revisions. All of the affected cities have previously approved the schematic design through this
section. Blain is concerned changes to the schematics (and subsequently to the ROW maps and legal
descriptions) might require revisions to ROW deeds currently being processed through local
governments. He distributed copies of the current ROW maps for the section and requested the cities
review the drawings and affirm their approval. Robert Pope will distribute additional copies to the
cities along with a letter requesting action.
Harlan Moore addressed several points regarding acquisition of ROW through the section. He
reported the Austin ROW division is reviewing the District's request for funds to buy title insurance
on the donated parcels. Should that request not be granted, he suggested the cities or county take title
to the land until state funding is available. He reiterated that the local governments must acquire fee
simple title; acquisition by plat will not address the lien releases and resolve other title issues as
required by state and federal regulations.

TxDOT is waiting for the property owner of parcel
27 to provide the location of a drainage easement
across his property which will take water from S.H.
121 to Denton Creek. The property owner has agreed
to donate the drainage easement as long as he gets
to decide its location on his property.
TxDOT and the City of Coppell are currently working
on an agreement which would allow TxDOT to
construct a permanent drainage structure along
Denton Tap Road which would be compatible with
Coppell's future Denton Tap Road construction.
Without the agreement, TxDOT would provide a
temporary system to transport drainage runoff from
S.H. 121 to Denton Creek along Denton Tap Road
which Coppell would replace with a permanent system
during their Denton Tap Road construction.

year 1994 TIP in 1996). .The 3 year 1995 TIP does
no~ include this project (as discussed from a
letter last month, a funding source is being
considered by Executive Director Bill Burnett).

This project is listed in the 1995 PDP with a
November 1995 letting date, however, TxDOT
anticipates that the project will be added to the
1996 TIP with the earliest possible letting date of
February 1996 (based on TIP approval time).
3. The final plans are approximately 78% complete.
Revisions to the schematic are approved and the
Record of Decision has been approved and signed.
The recent revisions to the Clean Water Act
Nationwide Permit program will require further
environmental coordination with Texas Parks and
Wildlife and the Corps of Engineers. Specifically,
o
there are two areas of concern: the existing pond
which lies within the ROW near the northbound
frontage road of I.H. 35E; and the densely wooded
area between the MKT Railroad and the Elm Fork of
the Trinity River.
"Plans adequate" for utility adjustments are
complete and TxDOT has sent these plans to the
utility companies.
The right-of-way requirements for the County Road
relocation (Midway Road) have been revised to
address property owners' concerns and property
owners have been contacted.
At a July 27, 1994 meeting, John Baxter presented a
letter from Halff Associates addressed to Mr.
Baxter which included concept sketches of a
realigned Standridge Road. Their proposal keeps
the intersection of Standridge Road and the S.H.
121 eastbound frontage road at the same location as
shown on the S.H. 121 Bypass Schematic,
consequently, S.H. 121 freeway ramaps west of
Standridge will not have to be adjusted. The Town
of Hebron, the City of Lewisville, and the Colony
are all in favor of this proposal and have
requested that TxDOT revise the schematic
accordingly. TxDOT has received approval from its
Austin office for this schematic revision and a
Public Meeting was held on November 11, 1994 which
completed the public involvement process. All
affected property owners signed off on the
schematic revision at the Public Meeting and Tx/DOT
is finalizing the right-of-way requirements. S.H.
121 Freeway right-of-way donations are contingent
on local approvals of the revised design schematic
discussed at the public meeting.
III.
121 FREEWAY IMPROVEMENTS (STAGE II)

status to Level I authority in the 1995 PDP.
2. Category 3A National Highway System Mobility.
TxDOT has received a joint letter from the cities
of Coppell and Grapevine dated July 1, 1994
indicating the locations of grade separated cross
streets on S.H. 121.

At the December, 1994 S.H. 121 Task Force meeting,
a schematic revision was discussed that would
change the Freeport Parkway/S.H. 121 interchange
from a partial cloverleaf interchange to a diamond
interchange and eliminate the Parkway Boulevard
interchange at S.H. 121. Parkway Boulevard would
intersect with Freeport Parkway south of S.H. 121.
If implemented, these changes could have
significant impact on the cost of improvements and
the right-of-way for the project, including
required local participation. Since analysis of
these impacts will require a significant amount of
time by the TxDOT District Office, Tx/DOT has
requested that each City (Coppell and Grapevine)
formally request such an analysis be performed.
TxDOT has received such a request from the City of
Coppelt dated January 24, 1995 and from the City of
Grapevine dated February 28, 1995 and work has
commenced to prepare a response.

prepare a fomal request to secure TxDOT right-of-
way funding.
