Box 226030 Dallas, Texas 75266 Freeport Parkway connection to S.H. 121 One-Twenty-One Business Park Block 1, approximately 29.9 acres & Block 2, approximately 5.74 acres. Dear Sir: Recently, the City was contacted by representatives of a firm that is interested in developing on the west of S.H. 121, south of Denton Creek. While studying the property, the perspective developers noted that the design of having both Freeport Parkway and Parkway Blvd. intersect S.H. 121 offers no benefit for egress and ingress to S.H. 121. The current plan is to have both streets cross S.H. 121 then proceed further west and tie back into each other on the west side of S.H. 121. Because both streets would be crossing S.H. 121, the State is proposing very limited ingress and egress to both streets. The prospective developer hired their own traffic engineer and has proposed that the City of Coppell pursue a design that would have Freeport Parkway intersect with S.H. 121 in such a way that would allow a diamond interchange, in lieu of having both Freeport and Parkway intersect S.H. 121. The diamond interchange would obviously give the greatest ingress and egress flexibility to the City of Coppell and also to the surrounding tracts on both the east and west side of S.H. 121. To accomplish this, Parkway Blvd. would have to veer in a southerly direction on the east side of S.H. 121 and connect to Freeport Parkway. The enclosed map shows the existing proposed configuration of Parkway and Freeport in a black dashed line. The solid red line shows an approximate location of where Parkway Blvd. could connect into Freeport Parkway east of S.H. 121. Our latest correspondence from the State is that the redesign of the S.H. 121 connections could possibly involve substantial cost to the City of Coppell. However, the City of Coppell has requested that TxDOT perform some preliminary investigation into the concept of a diamond interchange design of Freeport Parkway with S.H. 121 and provide preliminary cost estimates to the City. This letter is written to apprise you of the current status of potential changes to the Thoroughfare Plan. At this time, the City has not committed and may never commit to a diamond interchange of Freeport Parkway to S.H 121. The City will keep you informed once it has received information back from TxDOT. However, ir the interim, if you would like to schedule a meeting with myself to discuss this project I would be more than happy to meet with you and discuss your concerns about this potential change. An initial letter was sent to TxDOT on January 24th, but as of this date no contact has been made by TxDOT to the City of Coppell.
