The short answer is no sign is required. Here's the reasoning I received back from my District sign guy.
The 1980 MUTCD stated that mandatory turn signs are NOT REQUIRED when "turn bays ,designed not
to entrap through traffic ,have been provided by physical construction or pavement markings."
The new MUTCD on page 2B-20 under option it states almost word for word the same as above.
Therefore the signs for the turn bay as attached do not require signs .The designers that did the signing in
this area did not read the book and it got past all of the reviews. It is not possible or practical for TxDOT
to sign all of the turn bays we have therefore I do not recommend signs and arrows even though other
locations in this area have this.
