Greenville Avenue July 26, 2004 Control-Section: 3547-03 Highway: SH 121 ~ MacArthur City: Coppell County: Denton Mr. Steve Pappa ServiceStar Property Advisors 5670 Greenwood Plaza Blvd., #300 Greenwood Village, CO 80111 RE: Driveway Access Dear Mr. Pappa, Thank you for your inquiry to the Texas Department of Transportation (TxDOT) regarding driveway access for the proposed development at the southwest comer of SH 121 and MacArthur Blvd. First, let me establish for clarification that driveway spacing, as stated in our Access Management Manual, is measured along the edge of the traveled way from the closest edge of pavement of the first access connection to the closest edge of pavement of the second access connection, not from center to center. In addition, the access connection spacing in the proximity of frontage road U-turn lanes (Texas U-Turn) will be measured from the inside edge of the U-turn lane to the closest edge of the first access connection. Secondly, TxDOT's access management criteria were re-vamped as of January 01, 2004 and the new minimum requirements are now much more stringent. There are several factors that determine where access can be permitted - posted speed of the roadway, distance upstream and downstream of both entrance and exit ramps, number of weaving lanes downstream of an exit ramp, proximity to existing access connections and control of access. These spacing values have been calculated to provide the highest level of safety for the driving public. Driveways or side streets located too close to rump terminals.or to each other increase the weaving movement that occurs on the frontage road and may lead to operational problems, such as a lower level of service and/or an increase in the number of side-swipe and rear-end accidents. For safety reasons, it is important to maintain the appropriate distance between access connections. An Equal Opportunity Employer Mr. Steve Pappa July 26, 2004 p. 2 The posted speed of the SH 121 frontage road is 55 mph; therefore, the minimum access connection spacing is 425 feet. The latest site plan submitted by Jones & Carter (Exhibit "A") shows a proposed driveway 212 feet from what would be the inside edge lane of the Texas U-Turn, if it were shown. Additionally, a 16-foot wide driveway is not adequate to handle two-way traffic. Likewise, the western-most driveway is shown to be only 243 feet from the first. Neither of these fit our minimum criteria. Moreover, the greater majority of the western-most driveway is in the control of access area. Under Transportation Code 203.031, "access should be controlled through access restrictions at ramp junctions". Under no circumstances can a driveway or anything else be located in the control of access area. Furthermore, the site plan shows a proposed deceleration lane for the western-most drive. This can not be permitted because it would lie entirely in the control of access area. TxDOT is aware that there are driveways along the SH 121 frontage roads that do not meet the current criteria. These driveways were permitted before January, 2004 under the old regulations. Any new driveway connections permitted after January, 2004 must meet the current criteria. Exhibit "B" is a copy of the construction plans for the main lanes of SH 121. It shows the Texas U- Turn, the control of access area, the ramp, and the permissible locations for driveways in this area. The eastern driveway can not be permitted because it violates the minimum spacing requirements. The western driveway on the site plan needs to be relocated to the east so that it lies entirely outside the control of access area.
