Mark,
I can understand the concern relative to the 10 year event. I would
suggest that you get with the contractor and come up with a plan and
forward that to me with your analysis of potential impacts both upstream
and downstream of the crossing.
The contractor should also supply a schedule indicating when it would be
installed, and for how long.

Attached is a memorandum that was sent to the contractor regarding
regulations pertaining to construction of a temporary crossing of
Grapevine Creek.
You had suggested that any culverts installed for a temporary crossing
of the creek be sized to convey the 10-year storm event. The 10-year
event for Grapevine Cr. is approximately 5,900 cfs. Impacts on the
creek would probably exceed the regulatory requirements in trying to
construct a temporary crossing to handle this flow.
May I suggest that the contractor make a submittal of his proposed plan
for the temporary crossing for evaluation.
Please let me know if you concur.
