At our meeting on Tuesday November 26, 1991, the issue of the road closure for Bethel School Road was addressed. At this time we are requesting that the road be closed to through traffic on or before December 9, 1991. We are currently proceeding with the documents for abandonment of the public right-of-way to the adjacent land-owner, Ms. Ruby McDowel. This will include a twenty-five foot utility easement to the City of Coppell. Enclosed please find a copy of the Traffic Detour Plan requested by staff. We appreciate your assistance in this procedure for the prompt closing of Bethel School Road to through traffic. If you have any questions concerning these issues, please feel free to call. BARRICADES AND CHANNELIZING DEVICES 3F-1 Barricades Red and white barricades are to warn and alert drivers of the ter- ruinous of a road, street or highway in other than cons:ruction or m.intonance areas (see also sec. 3C-4). The barricades are to meet the design cr/teria of section 6C-8 for a Type III b~ricade, except the cot- ors of the s~ripes shall be reflectorized white and reflectorized red. These devices may be used to mark any of the following type locations: 1. Roadway ends in a dead end or cml-de-sac with no outlet. 2. A ramp or lane closed for operational purposes. 3. The permanent or semipermanent closure or termination of a road- II TYPICAL END OF ROAD BARRICADE 3F-2 Channelizing Devices Traffic cones and tubular markers are sometimes used outside of con- struction and maintenance areas for general traffic control purposes. Such uses include adding emphasis to reversible lane delineation, chan- nelizing lines or islands. These devices shall be a minimum of 18 inches in height and made of materials to withstand impact without damage to themselves or t~ vehicles. Large size devices should be used wherever more conspicuous g*uiaance is needed. The color of cones and tube markers used outside construction and maintenance areas shall be the same as the pavemen~ marking which ~hey supplement or for which they are substituted. They should be kept clear, and bright for maximum target value. For nighttime use they shal] be reflectorized. Reflectorization of tubular markers shall be a minimum of two three inch bands placed a maximum of 2- from the top with a maximum of c" between the bands. Reflectorization of cones shall be provided by a mirnmurn 6" hand placed a mammum of 3" from the top. Reflectorized materia] shall have a smooth, sealed outer surface which will display the same approximate color day and night. 3F-I ROAD CLOSED R1 1-2 48" x 30° 6B-9 Local Traffic Only Signs {Rll-3a~ Rll-4) The Local Traffic Only sign should be used where through ~raffic must detour ~o avoid a closing of the road or s~reet some distance beyond, but where the road or stn~et is open for traffic up to the point of closure. It shall carry the legend ROAD CLOSED I10) MILES AH]~AD--LOCAL TP~AFFIC ONLY or, optio~.lly for urban use, STREET CLOSED TO THRU TRAFFIC and should be accompanied b}~ appropriate detou~ signing (fig. 6-4 page 6B-6). The words BRIDGE OUT may be substituted for ROAD CLOSED where apphcable. ROAD CLOSED lO MILES AHEAD LOCAL TRAFFIC O#LY ROAD CLOSED TO THRU TRAFFIC 6B-10 Weight ~,i,~it Signs {R12-1, R12-2. R12-5) For traffic safety in areas of road or su'eat constn'uction and m~in~enance, a Weight ~ ,imit sign shows the gross weight or axle weight that can be permit- ~ed on a roadway surface or bridge. Weight resu-ictiens must be consistent with State or local regulations and shall not be imposed without the approval of the authority having jurisdiction over the highway. When weight restric- tions are/reposed, a marked detnur should be provided for vehicles whose leg~al weight exceeds the limit posted. TX 6B-16 (Rev. No. 4) EXIT 25 M.P.H. RAMP 3O M.P.H. 2C.-37 Dead End Signs (W14-1, W14-2) The DEAD END sign {W14-1) and NO OUTLET sign (W14-2) are in- tended for use to warn of a street or road which has no outlet and which termi~.~es in a dead end or cul-de-sac. The sign sh~ll be posr~J a sufficient advance disr~mce tn permit the vehicle operator to avoid the dead end by Varnlng off. if possible, at the nearest intersecting street. 2C.-38 No Passing Zone Sign (W14-3) Because of the demonstrated target value g~ven by this sign in critical passing ma,~euvers, the NO PASSING ZONE sign may be used on ~wc-lane roads to warn of the beginning of nc-passing zones iden- t/fled by either conventional pavemen: markings or DO NOT PASS signs or bot~ When used, it shsl! be erected on the left side of the roadway at the beg~--i-g of the no-passing zones.
