Consider approval of Change Order//3 to the Sandy Lake Road Project ST 93-02
in the amount of $41,931.40 to Ed Bell Construction Company; and authorizing
the Mayor to sign.
During the design of Sandy Lake Road, it was anticipated that we would use our standard
paving design for the construction of the roadway. A standard paving design for this roadway
is 8" of 3000-psi concrete. A typical 3000-psi concrete mix means that there are 5 sacks of
cement per cubic yard of concrete. During the subgrade investigation by the City's
geotechnical firm, it was recommended that we vary from our standard paving section.
Information provided to the City showed that 8" of concrete on an 8" lime subgrade would
provide an allowable single axle load equivalent of approximately 800,000. My calculations of
the necessary allowable single axle load equivalent is approximately 740,000. Because there
are so many variables in the calculation, a design pavement of approximately 800,000 single
axle load equivalents is considered to be low. When the City has dealt with requests to modify
paving requirements in the past, recommendations have shown that two options are typically
available: 1) increase the strength of the concrete or 2) increase the thickness of the concrete.
Although a thicker section yields a very good equivalent load, it could create situations that
would necessitate changes in grades with the side streets and possibly minor drainage issues
along the parkway. Or, by increasing the thickness of the concrete, we could require the
contractor to remove an additional inch of subgrade, at an additional cost to the City.
To keep the paving section thickness the same, the City opted to look at increasing the strength
of the concrete. We typically get concrete strength in the 3500 to 4000-psi range with a 3000-
psi design mix. Therefore, the City is recommending an increase of 1/2 sack of cement per
cubic yard of concrete. The additional 1/2 sack of cement should yield a design mix of about
3300 to 3400 psi and actual strength of concrete over 4000 psi. This should provide a paving
section that meets or exceeds a 20-year life.
In summary, because of the soil conditions encountered in this particular section, staff is
recommending the approval of Change Order //3 to change the strength of the concrete by
adding an additional 1/2 sack of cement per cubic yard of concrete in the total amount of
$41,931.40.

This letter is in response to our earlier conversation regarding additional cement tbr the concrete
paving and monolithic curb for the referenced project. Based upon the planned quantities and
approximately 11 percent loss, we anticipate utilizing 18,185 CY of concrete on the paving and
curb. Of that quantity, we had anticipated utilizing 1000 CY for hand work that required a 6 sack
cement batch design; therefore, only 17,185 CY should need additional cement. The 6 sack
concrete batch design that we have produced for use on this project is rated as a 3600 psi (28
days) design. The following prices represent the additional cost for increasing the cement
content for the non-hand work concrete:
5.5 sack (1/2 sack adjustment)
6.0 sack (1 sack adjustment)
