Currently, Dallas County is in the process of designing Sandy
to the Coppell city limits. The engineering associated with
cost will be funded at 100% by Dallas County. However, .~ of the
construction of Sandy Lake that the County will not be funding. To haVe those.items included
in the design, they will need to be funded by the are
not necessarily limited to, the following: design and cost for the , utility
conflicts, the cost of all brick pavers, including the entire intersection of ld~ and Sandy
Lake, the cost of sidewalks, the cost of fight-of-way, and the coat for any:Oth~ ~ties
requested by the City of Coppell. On September 8, 1992, the City of~ ~ revised
prorata charges for streets within the City of c°Ppell. Sandy ~ R~d is Sli~wn on our
thoroughfare plan as a C4D/6. This is a four lane divided roadway with aix lanes of right-of-
way. Based on the prorata charges adopted by Council on september?8, 1992,,-the pmrata
charge for the street would be $760.00 per linear foot of frontage, HOWeVer, because .Dallas
County will be funding the design and the construction of the ~ that the
City should attempt to collect only that
would ultimately need to be paid by the City.

calculated for a C4D/6, it appears as though approximately $27.50 of the cost is attributed to
sidewalks and incidentals. The $27.50 cost does not include any cost for the pavers that will
be installed with this project. Our streetscape plan also requires the installation of entry signs
along Sandy Lake Road. Because of the amenities that the City of Coppell will request to be
included in this project, it is my opinion that the actual cost to the City will be in the
neighborhood of $35.00 to $40.00 per foot of property adjacent to Sandy Lake Road. However,
obviously this is just an estimate as no plans have been developed and no cost provided from the
County for the City's participation. My recommendation is that we revise the prorata charges
for this stretch of Sandy Lake Road to collect an escrow amount of $35.00 per front foot of
property adjacent to Sandy Lake Road and also require an escrow agreement be executed
notifying the adjacent property owners that once we have the actual cost that any additional
funds would be required to be paid if the amount of escrow falls short of the actual cost to the
City. Staff will be available to answer any questions concerning this agenda item.
