Dear Mr. May:
In response to your letter dated April 4, 1995, a meeting was held on April 6, 1995 at 1:30
p.m. at my office. I met with John Horton and Mike Dowdy and we were able to work out
a solution that satisfied everyone's concerns. In response to the other items mentioned in
your letter, it is standard policy to require relocation of any water/wastewater components
when they are found in conflict with a development project, regardless of the condition that
item is found in when exposed or excavated. I am not aware how the service was permitted
to be installed at the lower depth; however, I assure you the standards at that time were the
same as we have today. When locations are performed at a work site, service lines are
typically not located. Unless staff performing the locate determines that the service line
location is necessary, only the general placement on the existing main is provided. The only
water/sewer utility locate given on that project was for the boring contractor, not the paving
contractor.
Additionally, brazed connections have never been allowed in the Coppell water system and
due to maintenance requirements would not be considered.
