SUBJECT: Library Meeting with Councilmen, Library Board, and Architect
DATE: December 16, 1992
On the evening of December 14, 1992, I met in the second floor conference room
with Councilmen Weaver and Smothermon, Library Board member Hevron, and
architects Bulloch and Frank to discuss the design of the proposed library. The
meeting was called to air concerns with the design of the building, explain Univest's
interests, and attempt to reach a consensus on direction to take regarding the building
design (particularly as it relates to Council remarks) and construction time frame. I
have attached an outline of the general discussion held that night.
To sum up the discussion:
it appears that there are still concerns with the design of the library
that will not be resolved in unanimous agreement on its appearance by
Council. Among them:
the "toilet roll" statement is still with us
a two story building solution was suggested
school building look was again mentioned
the size of the building was questioned
the small site size was criticized
a remark regarding "70's technology in a '90's building was made
design "link" with City Hall missing
The architect defended his position well and presented some pretty solid arguments
for the design created including an accurate response to the building program, positive
reaction from citizens and staff, the design was based on years of library building
experience, and attempting to design a building that would fit into the budget
proposed, among others.
The meeting concluded with Councilman Weaver directing staff to get the revised
design to Univest (Charles Hedges, their architectural consultant), check with him in
about a week to see if he had any other concerns with the revised design, and
schedule this to be brought back to Council on January 12 assuming no problem on
Univest's part. If there were problems, Councilman Weaver would like to meet with
Univest prior to the January 12 meeting, and still try and get it before Council on the
12th. That's where we stand today. Comments?
