Box 478 CoppeH, Texas 75019 214-462-0022 - COPPELL PUBLIC LIBRARY - FS 9113 Dear Jim, With regard to the above referenced subject, I am pleased with item #2, Jay Franks development of a questionnaire to solicit community input. I am ready to discuss this item at your convenience· Item #3, schedule for accomplishment may require additional dialogue, but it seems to me that benchmark dates are a valuable tool to use in monitoring progress of this project· As you know, we have not yet sold the bonds to construct this building, and I will need sufficient advance notice of your progress in design to properly advise Council, prepare the bond instruments, notify the Library Board, citizens, newspapers, etc., of our intentions· The more definitive the architectural work schedule, the better to monitor progress and prepare our schedule for bond sale. I also note that the Owner-Architect Agreement has a two year limit which merits compliance· Regarding item #1, as we have discussed by telephone, I wish that section of the report had never made it to final printing. Again let me state that we have a total of $2,270,000 for the building. HBW stated that assuming an $82·00 per square foot cost, this was an example of how the building program could work. It was only an example and has absolutely no validity regarding the money we have to spend. We: · can not reduce the size of the building (the voters approved a 28,000 square foot facility) · can not increase the budget (for the same reason) · must produce the best quality building within budget · could leave some areas basically unfinished Our initial thoughts and as we stated in the interviewing sessions - reflected approximately 15-16,000 square feet of the 28,000 square foot building would be required for library use in 1994. Other departments FOI WAI DED TO MAYOR AND COUNCIL DATE:., c/- would be given an opportunity to utilize the remaining space on a temporary basis. Our rationale in building the maximum sized structure initially was to save money on overall construction, with intentions of the Library "growing" into the total square footage. That is still our objective. It would seem to me.that finished out space of something less than 20,000 square feet will be required in '94, (the exact figure would be based on population numbers),with the remainder of. the building easily adaptable to future Library use. Our existing Library furniture would be moved to the new facility, and new, identical pieces would be added. All improvements, furniture, existing Library equipment, etc., must be accommodated within the $2,270,000 budgeted for this project. In other words, the building, site improvements, parking, landscaping, si~nage, lighting, equipment, furniture, and all other Library related facilities - must be provided within our $2,270,000 budget. I believe these comments address the issues contained within your March 27 correspondence.
