We asked for estimates based on the "Blow Form" method suggested by councilman Robertson. The estimates exceed the $345,000 allocated for this project because we do not have the necessary construction easements to eliminate all of the trench safety requirements. We are attempting to secure those easements at this time, and if we are successful, we will be able to further reduce the cost estimates which we have received. In regard to the escrow of the $345,000 by Conne11, if we are not able to approve this drainage project oh Tuesday, we recommend that Connell be asked to immediately comply with this requirement. We made several changes to the original plan, as follows: 1. From Station 23+28.06 to approximately Station 30+10 we plan to move the culvert to the east side of the drainage easement. 2. The box culvert will be either as designed utilizing 4000 psi shotcrete walls to 8' in lieu of class A concrete, or 10' wide box with 4000 psi shotcrete walls to 4' with a g' arch using 4000 psi shotcrete. 3. The transition at Sandy Lake is to be an extension of the two 36" RCP into the box culvert with a 8" shotcrete wall to seal the end of the wall and the pipe, thus elimihating gabions, fencing, guardrails, headwalls, and slope protection. The existing ditch could be graded to an inlet at the beginning of the box culvert. Engineering calculations will be submitted if we are successful in obtaining a contract. Should you desire, the total project can be done for $350,000 on an unbonded basis. If so, I believe that terms agreeable to both parties can be worked out to assure payment of materialmen and subcontractors. Box 478 Coppell, Texas 75019 RE: OUR FILE NO: 26 Comnnell Drainage Agreement Dear Mr. Ratliff: At the last City Council meeting a question was raised concerning the notation "waived', which was next to Section 4 of the copy of the Connell Agreement included in the paekett (see page 3 of Exhibit "A". You have ask me to search my file for an answer to the question. It appears from material found in the eoaneil packet of June 23, 1987 (See Exhibit B) that Connell sent a letter to Wayne Ginn on May 20, 1987 indicating that they would be immediately constructing the box culvert at the same time the high school constructed the culvert on the school property. In this letter they requested that they not be required to out up the escrow or letter of credit because of their intent to start construction immediately. Ginn's letter of June 12, 1987 is in response to Connell's letter and indicates that "the box culvert issue has been resolved." It appears that their Final Plat on Lots 1, 2 and 3 were approved "with stipulations (Please see attached letter listing the stipulations)". (see Staff Report in Exhibit B) Exhibit C is a letter from Connell which explains why tl~ey did not follow through with construction simultaneously with the school construction. Sinee they did not construct the box culvert at the same time the school constructed it's section, Connell's obligation to escrow the funds or provide a letter of credit was restored and remains a valid obligation. Following discussion on this item, Mayor Pro Tem Smothermon moved that the final plat be approved as presented with the following conditions: Deletion of alleys on Lots 2, 3, 6, 7, 8, and 9; Allow Lot 1 frontage on Mockingbird Lane; Waiver of centerline radius on Crestview Court to 75 feet (Comprehensive Subdivision Ordinance requires a minimum distance of 425 feet). Councilman Smothermon and Nelson Morton seconded; motion carried 7-0 with Mayor Pro Tem and Councilmen Weaver, Thomas, Morton, Cowman, Robertson voting in favor of the motion. Item 18. Consider approval of a final plat for Lake Park Addition, located along the west side of MacArthur Boulevard, north of Deforest Road, and south of Denton Creek, at the request of Dan Dowdey and Associates. Director of Planning & Community Services, Gary Sieb, made the presentation to the Council. Mr. Sieb indicated that the Planning & Zoning Commission has recommended unanimous approval of this final plat with the following six conditions: 1. That a left turn lane be provided on Lake Park Drive at the intersection of MacArthur; and 2. That a combination masonry and wrought iron screening wall adjacent to this property on MacArthur be provided by the developer; 3. Minimum street centerline radius to be less than 425 feet; 4. Allow Circle Cove Drive intersection with MacArthur Boulevard alignment; 5. Exemption to the current Floodplain Management Ordinance; and 6. Allow curved sanitary sewers. Mr. Glen Hinckley, applicant, was also present to discuss this item with the Council. Mr. Hinckley stated that he would agree to one- story homes on this development on Lots 1 through 11. Discussion was held concerning the possibility of flooding on the mud lift station, and was informed by the applicant that the deueloper is incorporating a storm drainage system on MacArthur to take care of drainage for this mud lift station. Following discussion on this item, Councilman Robertson moved that the final plat be approved with the following seven conditions: 1. That a left turn lane be provided on Lake Park Drive at the intersection of MacArthur; and 2. That a combination masonry and wrought iron screening wall adjacent to this property on MacArthur be provided by the developer; 3. Minimum street centerline radius to be less than 425 feet; 4. Consideration of Drainage Improvement Options proposed by the Connell Development Co., along the west side of Connell Skaggs Addition (Woodside Village) from Sandy Lake Road to the southeast COen~s.ner of Coppell High School where existing culvert Street Superintendent, Per Birdsall, was present to discuss this item with the Council. In addition, Councilman Ron Robertson had provided information for Council consideration and Mr. Jim Coch, of Connell Development, was present to speak with the Council. Following discussion on this item, Councilman Robertson moved that the drainage improvements along the west side of Connell Skaggs addition from Sandy Lake Road to the southeast corner of Coppell High School be approved and a bid awarded to Dallas Concrete in the amount of $332,000 plus engineering inspections and testing, and that staff pursue obtaining easements from the adjoining property owners of Hinckley and Booreham to decrease the overall bid total. The construction will employ the air form box. Councilman Morton seconded the motion; motion carried 7-0 with Mayor Pro Tem Wilkerson and Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. Item 20. Presentation of a Policy for Special Consideration Claims and Right-of-Way Acquisitions. Deputy City Manager/Finance Director Frank Trando made the presentation to the Council. Mr. Trando informed the Council this procedure or policy is the one that was requested by Council to govern special considerations that may come up during right-of- way acquisitions. Following discussion on this item, Councilman Nelson moved that the policy for special claims and right-of-way acquisitions be approved as recommended by the Deputy City Manager Councilman Robertson seconded the motion; motion carried 7-0 with Mayor Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 21. Discussion concerning banners for the Fourth of July Parade. Park Superintendent Richard Diane made the presentation to the Council. The approximate cost for the purchase of these banners is $1,560.00. Following discussion on this item, Councilman Nelson moved that the City purchase twelve banners to be installed on light polls, subject to T.U. approval, on Denton Tap Road from Parkway Boulevard to Beltline east/west to be used during the 4th of July celebration. Councilman Robertson seconded the motion; motion carried 7-0 with Mayor Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the motion. Item 22.
