Connell Skaggs-CS 900115COPPELL PUBLIC DATES January 15, 1990 Steve Goram, Director of Public Works Russell R. Doyl~ity Engineer Connell/SkaggsUDrainage Contract between Skyhawk Venture and the City of Coppell / Follow Up to the Monday, January 12, 1990 meeting between Mark Connell, His Engineer and City Staff As you requested, attached is a s-mmary of alternatives regarding subject contract. We have committed to Mark Connell to respond to him within five working days. Attached is the only documentation (found in the City Secretary's files) about the participation in the funding of the construction of the Sandy Lake and Denton Tap Roads intersection. There was no contract, per se, available. It appears Connell Development Company could claim a credit of $50,000 (if the transaction took place (and I understand it did)), from any assessment during the construction of Sandy Lake Road west of Denton Tap Road. We would probably need to have another in house meeting before meeting again with Connell depending how you want this handled. Please let me know if you need anything else on this matter. Thank you. RRD I b b MRKCONEL . RRD CONNELL/ $KAC~$ - SKYII22~ VEl~URE Request For Revision of the Agreement with The City of Coppell regarding Drainage Improvements from Sandy Lake Road to New High School Culvert AlternatiFes ne Hark Connell's Request is to allow only partial ~rovements at this time due to added costs to him due to trench safety laws. That is= Permit Connell to Build 2- 12' x 4' box culverts along Corm·il/Skaggs tract only. Temporary channel connecting the 2- 12' x 4' box culvert and the High School's 10 x 8 box culvert. (This channel does not provide sufficient design capacity.) 3. Waive any reimbursement. 4. Upon completion of items 1 & 2, then no other obligations regarding said agreement. Comments A 10 x 8 or 2- 12 x 4 box culverts will still be necessary to be constructed for 668 linear feet along the Boorhem/Hinckley Properties with possibly two (2) transition structures (estimated costs over 1/4 million dollars) Connell's length is only 556 If (46%) and per his estimate (attached) will cost (est) $379,000. me Connell agreed (1/12/90) to continue to hold City harmless. 3. Screening wall has to be added in. Connell's Engineering Report referred to in the file, needs to be furnished to the city; is not on file and he has not yet furnished another copy (as requested bythe City Engineer). Lined ditch was estimated to cost $80,000, making Connell's total cost to be estimated at $460,000. Hinckley probably won't give easements. Be City participate in rest of needed funding/S300,000? with Connell or waive street assessment (estimated to be $$00,000 with a possible $50,000 credit). Original agreement with Connell had Connell providing the funding irrespective of total costs. City take $345,000, do some minor improvements to protect property along Shady Dale Lane and hold remaining finds for when property develops and/or other funding becomes available. Problems for Each Alternative ae Less than design capacity~ Connell out of indemnity~hold harm/ess to City, possible damage to Shady Dale property and others including Denton Tap roadway. B. Costs City now and interest in future. C. No problems if Connell performs. Less than. design capacity, Connell out of indemnity/hold harm/ess to city, possible damage to Shady Dale property and others including Denton Tap roadway. It~n Deseriptien [hit qty J-NCl~str.
