This is the initial memo placing this work activity into the Public
Works Department tickler system.

In 1986, Connell Development Company entered into an agreement with
the Coppell City Council to, among other things, place an enclosed
concrete box culvert to drain the water shed/drainage basin
upstreem or south of the Skaggs Tract.
Mark Connell has now approached the City of Coppell through the
City Engineer to receive approval to place an enclosed concrete
box culvert only along the Skaggs Tract's westerly property line
omitting some 668 feet of concrete box culvert along the Boorhem
and Hinckley Tracts and requesting that the portion of the regional
drainage system be an open ditch instead of an enclosed concrete
box.
There is a reduction in size of the enclosed concrete culvert and
the proposed open ditch will not meet the needs City Standard
design storm flow.
If the enclosed concrete box was installed for the full length as
originally agreed upon, it would carry the City Standardized design
storm flow.
Mark Connell said that all he is obligated for and that the
agreement is weak and won't stand up.
This was going forward to the City Council on 9/12/89 and Mr.

Ratliff said to have a meeting with Trando, Larry Jackson, Goram,
and Doyle to determine the City's direction.
The above summary of issues was discussed as requested. Jackson,
Doyle, Trando met on 10/23/89, to discuss the matter. It was
determined that Jackson would review the original agreement and
Engineering would verify construction costs. We were to meet again
on 10/25/89, but other priorities set aside this project, it was
placed as a lower priority.
