Coppell Health-CS 890502COPPELL PUBLIC WORKS May 2, 1989 TO: FROM: RE: Alan Ratliff, City Manager Steve Goram, Director of Public Wor Lake Level Agreement by and between Authority and the City of Coppell. Metrocrest Hospital Staff has reviewed the referenced item and believes it is excessive. The city's obligation is beyond the scope which staff feels is acceptable. The maintenance obligations of the city regarding items 1, 2 & 3 on page 2 and 3 are reasonable and for the most part subjective. However item 4 addresses specific lake levels which staff doesn't believe the city should obligate itself to maintaining. It is appreciated that the authority is willing to construct a water well if excessive treated water is required to maintain the lake level range. Treated water from the city's potable water system doesn't lend itself to amphibian and aquatic habitat. Staff would recommend that if the water shed isn't sufficient to maintain the lake level range desired then a water well be constructed at the time the lake is being built in order to ensure a constant level range. This is similar to what was done at the Lakes of Coppell. If you have any questions or I can be of further assistance please advise. SGG/sm cc: Richard Diane, Park Foreman
