A reduction in manpower to maintain existing parks will result at time of dedication obligating unbudgeted resources to fund the maintenance as well. A breakdown of services and the cost of those to be provided is listed below. An inflation factor of 4% will show yearly increases due to rising costs of retaining employees and operation of equipment. The 1.3 acre lake will use these resources yearly: Electrical service for irrigation, aeration; 12 months at $10.00/month Repairs to aerator $60.00/hour @ 5 hours yearly $120.00 $300.00 Algae Treatment ~ 3 times yearly w/chemicals Aquatic Weed Control 3 times yearly w/chemicals $250.00 SI,500.00 Subtotal The maintenance associated with the shoreline is listed below: Mowing $2,170.00 and grassed slopes yearly 32" walk behind mower 2.5 hfs per cutting t~mes 44 cuttings per year @ $9.00/hour Nylon string trimming 1,000 linear ft @ 1 hr/visit times 44 visits per year @ $8.50/hour $990.00 $374.00 Litter Control 2 visits per week @ 1 hr each times $8.00/hour 104x8.00 Pruning of Trees 30 hours yearly @ $9.00 each Treated water for irrigation - 3 times per week at peak growing season Irrigation system checks and Park Inspection 52 per year @ 1 hour each @ $10.00/hr 3 Fertilizer Applications - 2.25 hfs each x times 3 yearly Fertilizer - 15-5-10 @ 6 lbs/1000 ft~ Edging 1,500 linear ft @ 1.5 hrs/visit x 44 visits @ $8.00/hour $832.00 $270.00 $2,500.00 $520.00 $8.00/hr $54.OO $400.00 $520.00 Subtotal $6,468.00 Total $8,638.00 An annual budget of the above total is necessary for 1 year of maintenance. A 4%.inflation figure on the costs per year would raise that figure $350.00 each year. The Park Board reviewed this on February 6 after a presentation by Grant Hensley representing the architect. During the presentation a request to incorporate a concrete sidewalk to tie the area to Coppell Plaza Drive utilizing the drainage easement and throughout the grass slope area to connect to a proposed linear park on the east side of Heartz Road. The Board had no objections to the dedication of the lake and surrounding slope areas. Staff feels the dedication will enhance the aesthetics of the Town Center area, serve as a focal point drawing persons to the lake and function as a passive outdoor area for library patrons when this is built along the lake. The area's use as a retention area and passive, pastoral greenspace make this a visible addition to not only the Town Center area but the community open space system. Again, staff feels that the lake dedication can be a nice feature to the Town Center development, but sufficient resources need to be budgeted if this is to be achieved.
