Council approved during their regular Council meeting on 11/12/91,
the City/Council agreement to perform this overlay. Staff has
forwarded the agreements to Dallas County for the Commissioner's
approval on November 26, 1991. We anticipate the overlay to begin
around December 1, 1991.
