As per our conversation concerning this matter here is a recap of
the events as they relate to the problems existing on this site.
In late October, early November G.T.E. completed installation of a
new cable which left sediment and fill in the ditch. The
representative from G.T.E. walked the sight with Per Birdsall prior
to my coming on board and said he would come back in and finish
clean up as soon as possible. I contacted Bill Miller with G.T.E.
and reiterated our concerns and again we were assured of the
completion as soon as weather permitted.
On January 22, 1991, you contacted me to have some clean up done
and do some drainage improvements while waiting on G.T.E. I sent
a crew to pick up trash and expose a covered culvert along with
removal of a hump within the ditch line. This is all being done
with a backhoe which is an ineffective method of ditch cleaning.
We are taking the necessary steps to improve the drainage in this
area but a Gradall is what is needed to effectively do any ditch
cleaning. G.T.E., based on the franchise agreement, has agreed to
take the measures necessary to return the ditch line to the pre-
existing conditions. I have forwarded a letter (attached)
requesting a response by January 30, 1991 detailing a schedule for
these improvements.
As for the litter, I have instructed my crew to pick up the large
items along this corridor. The normal litter along the ditch is
from trash being throurn out from passing vehicles.
If you have any further questions, please advise.
