Please let me know if you need any other information. 1. Northwest corner at Bethel School Road. Shadow Ridge Estates monument sign should be removed. Meadowcreek Office Building Drive- "State Farm Inc." sign bottom should be raised up to current bottom elevation of "Pattison" sign (Right-of-way line is four feet behind the curb line for this item and numbers 3 and 4 directly below.). 3. Veterinary Hospital sign between Remax and Coppell Hardware needs to be moved back. 500 Denton Tap/Denton Tap Office Plaza- Fir Tree in way. Move bottom of sign up to current bottom elevation of the "Travel King" sign. Independent Bank should be moved back; obstructs Braewood Drive traffic (R.O.W. line is 10 feet behind the curb line in front of the bank). 6. Town Oaks Center monument sign to be moved back equal distance to second tree. Other locations that we will monitor from time to time or in regard to development or C.I.P. construction will be the following! 1. Dal Tex south of Kentucky Fried Chicken stacks sod pallets along curb line that obstructs views from their driveway that goes back to the old trailer park. 2. Airline Drive- Berm to north is questionable, will be reviewed during current construction drawing review process. 3. Wrangler Drive (Old Cowboy Drive) Berm and traffic control box to be reviewed with current development (minimal obstruction). 4. Hackberry Road- Fence and bushes to the south along the easterly right-of-way line of Belt Line Road North/South. No obstruction now, but could be when foliage on the bushes, etc. 5. Sanders Loop (South)- Fence to south could be problem if vegetation grows along fence or if something is attached to the fence. 6. North Lake Nursery- South and middle drives ok if nothing is attached to the fence or no shrubs grow up along it. 7. Meadowcreek- East bridge railing appears to obstruct view to south when stopped at stop bar, Ginn Inc. is currently reviewing this situation. 8. McDonalds/Kentucky Fried Chicken share drive. Sight distance to traffic from left (southbound) could be obstructed in the future by the foliage on the shrubs as they grow on the McDonalds' berm. As I understand, you will secure estimated costs for the moving of the signs listed in the first list above numbered 1, Shadow Ridge Estates through 7, Town Oaks Center. Then it will be determined whether those signs listed will be moved back or not. Please let me know if you need any other assistance or information on this matter. Thank you. One of the signs was not bid on because the sign was masonry. Texas Advertising informed me that they do not employ masons; therefore, they would not be able to move the sign located at the Town Oaks Shopping Center. I win try to obtain a price estimate to move the Town Oaks sign prior to the City Council meeting. Karlsruher, P.~.. ~_ ~ Denton ~ap Road Improvoment~ from Belt ~'.£ne Road to Sandy l_~ke Road - ~raffic Vi~±bilit¥/Signag~ on Adjacent Properties Mr. Russell Doyle called this morning with regard to an effort on the City's part to identify signs which may cause visibility problems for traffic on and attempting to enter Denton Tap Road. He requested that we furnish information regarding our previous efforts at dealing with property owners concerning possible relocation of signs which may inhibit visibility of those on or entering the roadway. The only property owner with whom we actually discussed relocation of a sign was Mr. Ronald Van Ness of Denton Tap Properties. During the early phase of construction we had some concerns regarding the directory sign at 500 S. Denton Tap. We contacted Mr. Van Ness and discussed the possibility that the sign may need to be relocated to allow proper visibility once the roadway was constructed. Mr. Van Ness was concerned that the relocation of the existing sign to a new location might violate the City's Sign Ordinance. Our office discussed the technicalities of the sign relocation with Mr. Dale Jackson of the city of Coppell. We subsequently sought a price from the property owner and the Contractor for the Denton Tap Road project for relocation of the sign should it be deemed necessary. The property owner got a price of $3,000.00 plus tax for the relocation. The Contractor commented that the price quoted by the property owner was a fair price for the work and declined to furnish a price to do the work. We met with Mr. Van Ness on several occasions and discussed the sign, but felt it to be prudent to postpone any action on the sign relocation until the paving of the adjacent lanes was complete and we had a chance to review the situation. Once the paving of the adjacent roadway and the property's two driveways was complete, we made several visits to view the situation and concluded that there was not a serious problem with visibility and therefore it did not warrant the expenditure of the City's funds to relocate the sign. After a short break, the City Council meeting then resumed. Item 17: Regular Session Mayor's Report. Hayor Wolfe provided the follo~ing information: Gary Sieb, Director of Planning and Cosmunity Services, spoke before the Council and indicated that the process for approval of zoning items will be changed. Mr. Sieb stated that variance requests that pertain to the Subdivision Ordinance should be approved by the City Couucilwhile variance requests pertaining to the Zoning Ordinance, other than PD or SUP zoning classifications should be forwarded to the Board of Adjustment for consideration. Hayor Wolfe brought to the Council's attention a letter from Dr. Bill Stearman in response to a ~ail out to the citizens of Coppell. Hayor Wolfe informed the Council of the status and concerns on this com~ittee's approach to the training facility for Texas A&N Extension Services, and stated that he had requested that his name, as a member of this Board, be withdra~n so there will be no possible conflict with the upcoming bond proposal. Councilm~n Thomas requested that a standing item be placed on future agendas concerning the Concession Stand at Brown Park, and the completion of Denton Tap Road. Under this item, City Attorney Larry Jackson informed the Council that three (3) bids are in the process of being secured at this time. Councilman Co.an also indicated that he felt that there were major problems with the business signs along Denton Tap Road and asked that the City of relocating the signs the O~ners would be relocations. Councilman that special enforcement vehicles are speeding on Hanager have staff research the cost and determining whether the City or responsible for paying for the Horton also requested under this item on Beltline Road South be provided as this portion of Beltline Road. Mayor Pro Tem Wilkerson requested that a standing item be placed on future Council Agendas concerning the status of the land swap for the future Library site. Councilman Thomas requested a status report on the Lesley Lawsuit. City Manager Alan Ratliff informed Council that the City Attorney will be providing a complete report on all lawsuits at the December 12, 1989 City Council Meeting. Hayor Wolfe requested that a report be provided at the December 12, 1989 City Council meeting concerning the bridge on North MacArthur Boulevard and the right-of-way for building this bridge. Ge Covncilman Thomas also requested .a status report on the changing of the City's Logo. Councilman Co~man informed the Council that the Varsity Girls Volleyball Team will be co~peting in the State Tournament on November 17 and 18, 1989, and requested that the Mayor send a letter to this team in recognition of their acco~plishmente. Item 18: A. City Council Liaison Report. ARCHITECI~AL REVILe/ CONI~T~EE - There was no report at this time. CP~diBER OF C0~RCE - Councilman Co~mah stated thst a fora1 Page 5 of 11 Item 28: Discussion, consideration of approval of a corrected final plat, and abandonment of the previously filed final plat, for Shado~ridge Estates, 4th Increment, located at the northwest corner of Plantation and Bethel School Road, at the request of Centex Real Estate Corporation. Planning Coordinator Taryon Bo~an made the presentation to the Council. He. Bomnan stated that the previous plat being abandoned was approved by Council on September 8, 1989. This plat backs-up to the east end of Kaye street. After approval of the original plat the Engineering Company later determined that the grades were to steep along the north side of the property between the proposed sub-d/vis/on and the existing sub-d/vision to the north. To alleviate the problem of building a retaining wall along the north the applicant increased the width of the platted alley from the required minimum of fifteen (15) feet to t~enty (20) feet. The Development Review Conmtttee reviewed the corrected plat and their only concern ts with the maintenance of the grassy area8 along the north side of the alley. The Planning and Zoning Co~teelon has recomended approval of this plat with the condition that a note be placed on the plat that the homeowner is responsible for mo~ing the grass on the other side of the alley. Following discussion on this item, Councilman Robertson moved that the plat be approved ~r/th the condition as stated. Councilman Thomas seconded the motion; motion' carried 7-0 with Hayor Pro Tam Wilkerson, Councilmen Thomas, Norton, Smothermon, Co~an, Robertson and Nelson voting in favor of the ~otion. Item 29: Receipt, discussion of status report on City of Coppell Volunteer Program - Gary Sieb. Planning and Co~,ntty Development Director Gary Steb made the presentation to the Council and informed them that this item would be placed on the January 9, 1990 City Council meeting. It ~r~ll be discussed by the Directors at their staff meeting on December 13, 1989 and lncluded in the FYI packets for the City Council on December 15, 1989. No action was required on this item. Item 30: Discussion, review and consideration of the status of cmnpletion of two current capital i~prove~ent projects; Denton Tap Road from Beltline Road to Sandy Lake Road and north of Sandy Lake Road to Denton Creek. Hr. John Karlsruher, representing Gtnn, Inc., was present to discuss this item with the Council. Nr. Karlsruher stated that both projects are nearing completion and that a final report to the Council will be forthcondng. It was the request of the Council that a report be fo~arded, setting out in lay~ans terms, the reasons for the delay in the completion of this project and that it be provided to the Council prior to City Council action on the final payment of this pro, act. Staff was also requested to include on the January 9, 1990 City Council agenda an item for Council consideration for completion of Parkway Boulevard.
