Intersection Grades The grade of an intersecting street with the principal street gutter should not be generally more than four (4) percent either up or down within the first twenty (20) feet beyond the curb line of the principal street except that in very hilly terrain a maximum intersecting grade of six (6) percent can be considered. Grade changes of one (1) percent or more require vertical curves. 3.06 SIGHT D~STANCE AT INTERSECTIONS An important consideration in the design of city streets and thorough- fares is the vehicle attempting to cross the street or thoroughfare from the side street or drive. The operator of the vehicle attempting to cross should have an unobstructed view of the whole intersection and a length of the thoroughfare to be crossed sufficient to permit control of the vehicle to avoid collisions. The minimum sight distance considered safe under various assumptions of physical conditions and driver behavior is related directly to vehicle speeds and to the resultant distance traversed during perception and reaction time and during braking. This sight distance, which is termed intersection sight distance, can be calculated for different street or thorough- fare widths and for various grades upwards and downwards. Recommended inter- section sight distances are shown in Table 6. Karlsruher, P.E. ~. ~ Denton Tap Road Improvements from Belt Line Road to Sandy Lake Road - Traffic Visibility/Signage on Adjacent Properties Mr. Russell Doyle called this morning with regard to an effort on the City's part to identify signs which may cause visibility problems for traffic on and attempting to enter Denton Tap Road. He requested that we furnish information regarding our previous efforts at dealing with property owners concerning possible relocation of signs which may inhibit visibility of those on or entering the roadway. The only property owner with whom we actually discussed relocation of a sign was Mr. Ronald Van Ness of Denton Tap Properties. During the early phase of construction we had some concerns regarding the directory sign at 500 S. Denton Tap. We contacted Mr. Van Ness and discussed the possibility that the sign may need to be relocated to allow proper visibility once the roadway was constructed. Mr. Van Ness was concerned that the relocation of the existing sign to a new location might violate the City's Sign Ordinance. Our office discussed the technicalities of the sign relocation with Mr. Dale Jackson of the City of Coppell. We subsequently sought a price from the property owner and the Contractor for the Denton Tap Road project for relocation of the sign should it be deemed necessary. The property owner got a price of $3,000.00 plus tax for the relocation. The Contractor commented that the price quoted by the property owner was a fair price for the work and declined to furnish a price to do the work. We met with Mr. Van Ness on several occasions and discussed the sign, but felt it to be prudent to postpone any action on the sign relocation until the paving of the adjacent lanes was complete and we had a chance to review the situation. Once the paving of the adjacent roadway and the property's two driveways was complete, we made several visits to view the situation and concluded that there was not a serious problem with visibility and therefore it did not warrant the expenditure of the City's funds to relocate the sign. After a short break, the City Council meeting then resumed. Item 17: Regular Session Hay,frs Report. Mayor Wolfe provided the follo~rlng information: Gary Sieb, Director of Plannin$ and Co,unity Services, spoke before the Council and indicated that the process for approval of zoning items will be changed. Hr. Sieb stated that variance requests that pertain to the Subdivision Ordinance should be approved by the City Council ~hile variance requests pertaining to the Zoning Ordinance, other than PD or SUP zoning classifications should be forwarded to the Board of Adjustment for consideration. Bo Mayor Wolfe brought to the Council's attention a letter from Dr. Bill Stearman in response to a mail out to the citizens of Coppell. Hayor Wolfe informed the Council of the status and concerns on this committee~s approach to the training facility for Texas A&M Extension Services, and stated that he had requested that his name, aa a member of this Board, be withdra~n e, there will be no possible conflict with the upcoming bond proposal. Councilman Thomas requested that a standing item be placed on future agendas concerning the Concession Stand at Brown Park, and the completion of Denton Tap Road. Under this item, City Attorney Larry Jackson informed the Council that three (3) bids are in the process of being secured at this time. Councilman Cowman also indicated that he felt that there were major problems with the business signs along Denton Tap Road and asked that the City of relocating the signs the O~raers would be relocations. Hayor Wolfe requested that a report be provided at the December 12, 1989 City Council meeting concerning the bridge on North MacArthur Boulevard and the right-of-way for building this bridge. Councilman Thomas also requested ,a status report on the changing of the City% Logo. Councilman Co~an informed the Council that the Varsity Girls Volleyball Team will be competing in the State Tournament on November 17 and 18, 1989, and requested that the Mayor send a letter to this team in recognition of their accomplishments. Following discussion on this item, Councilman Cowman moved to $6,500.00 be approved to fund the relocation of sign, shrubbery and trees to improve site visibility along Denton Tap Road. Councilman Smothermon seconded the motion; motion carried 7-0 vith Mayor Pro Tam Wilkerson, Councilmen Thomas, Morton, Smothermon, Cow, an, Robertson and Nelson voting in favor of the motion. Item 32: Discussion, consideration of approval of entering into an agreement with Evaluation Associates to do a thoroughfare enhancement study on Denton Tap Road in the amount (not to exceed) $42,000.00. Deputy City Hanager/Finance Director Frank Trando made the presentation to the Council. Mr. Trando stated that this item is in conjunction with the Road Assessment Program on Denton Tap Road. Folloving discussion on this item, Councilman Robertson moved that the City enter into an agreement with Evaluation Associates to do a thoroughfare enhancement study on Denton Tap Road in the amount not to exceed $42,000.00. Councilman Thomas seconded the motion; motion carried 6-1 with Mayor Pro Tam Wilkerson, Councilmen Thomas, Smothermon, C/nman, Robertson and Nelson voting in favor of the motion and Councilman Morton voting against the motion. Item 33: Discussion, consideration of authorizing City Hanager and City Attorney to proceed . with negotiations or conde~m~tion proceedings, as required, for securing ROW for MacArthur Boulevard extension north from its northern terminus to connect to MacArthur Boulevard within Vista Ridge north of Denton Creek. Following discussion on this item, CouncilmAn Thomas moved that the City Manager and the City Attorney be authorized to proceed with negotiations or condemnation proceedin~s, as required, for securing ROW for the HacArthur Boulevard extension. Councilman Morton seconded the motion; motion carried 7-0 with Mayor Pro Tam Wilkerson, Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. ~ONSENT AGENDA Item 34A: Discussion, consideration of an escrov agreement from Exxon Corporation in lieu of their obligation to construct their portion of Sandy Lake Road improvements. Discussion, consideration of an ordinance for Case $'s S-1021, S-1023 and S-1024, to change the zoning designation from (R) Retail, to (R-SUP) Retail Special Use Permit, on a parcel of land located at the southeast corner of East Beltline Road and South Beltline Road, and authorizing the Mayor to sign.
