After being informed the County would not be able to assist the
City in the above referenced projects, staff continued to press
them for their assistance and contribution.
The County has agreed to assist the City with their district 2
division and staff was able to secure from them financial assistance
of 50% on Bethel Rd, Thweatt Rd, and Southwestern Blvd.
Additionally, they have agreed to perform the work approved for
Deforest Rd. (see attached letters). With the County's
participation, these four projects will total $87,000.00.
Staff spoke with Mr. Mike Tucker of Prentiss Properties who
indicated that their plans are to develop the southern portions
of their property, and that they did not have immediate plans
to perform the road improvements to Southwestern Blvd. Several
attempts have been made to ascertain this information in writing
from Prentiss, but without satisfactory results.
With the savings realized by the County participating in the Bethel
Rd, Thweatt Rd, and Deforest Rd projects, staff is recommending
improvements to Southwestern Blvd in the form of 2" asphalt overlay
from Denton Tap Rd to Coppell Rd. The cost to the City will be
$13,200.00.
The County has recommended a 2" asphalt overlay on Thweatt Road
rather than the sealcoat which was recommended by staff to City
Council on December 13, 1988. The cost estimate submitted to
the City by the County is $54,000.00 and the City's participation
in the asphalt overlay will be $27,000.00. Since the asphalt
overlay is a better product, staff supports the County's
recommendation.
Staff's estimate for the Bethel Road improvement is $135,500.00.
This figure includes the temporary signalization at the intersection
of Royal Lane and Bethel Road. Staff has estimated approximately
$30,000.00 for the installation.
The authorized funds for the Deforest Road improvement and the
construction of the Warren Court cul-de-sac is $50,000.00. Ginn,
Inc. submitted a cost estimate to the City of $50,000.00 for the
2" asphalt overlay covering construction only on Deforest Road.
The County will perform the work and their estimate is $16,800.00.
With the County's participation in the improvements to Deforest
Rd, Bethel Rd, Thweatt Rd, and Southwestern Blvd, the City will
save $90,500.00.
Staff recommends Council approve the County's participation in
these four projects and authorize the Mayor to sign the City/County
Agreement which will allow the Commissioner's Court to process
the necessary Court Order.
Attached you will find a chart outlining the costs of improvements
and reflecting the savings to the City by using County assistance.

After reviewing the proposed projects with Steve Goram and yourself
on March 13th, I called Lee Holmes, District 2 Supervisor, to see
if he could participate in the H.M.A.C. overlay. He said he would
be able to do the job and could move his crew in around the first
or second week of April.
Lee and I met the next day to discuss and prepare estimates for the
following roads. The cost estimate for each road has been broken
down to show the cost to the County and City.

Dear Mr. Goram:
Per your request, we have attached copies of all relevant
correspondence and plans regarding the above referenced subjects.
In regards to the DeForest Road Paving Improvements, many options
have been discussed in the past. Each option is described in the
attached correspondence. The options and their associated
estimated costs at that time were:
Triland Development Co. construct the improvements - no City
cost
2. Dallas Co. contract with the City to construct the
improvements - $37,500..00
city's DeForest Road Waterline Contractor construct -
$27,750.00
4. Publicly bid the project - $55,000.00
At this time, Ginn, inc. can prepare plans and specifications on
an hourly basis for a fee not to exceed $15,000.00. The
estimated construction cost to do a 2" asphalt overlay Mill still
be approximately $50,000.00 (based on a unit price of $40.00 -
$45.00 per ton of asphalt). Thus, total present project cost
would be $65,000.00 (this would include Warrent Court).
In regards to Warren Court, Albert H. Halff & Associates were the
engineers on the Lakes of Coppell project for Triland Development
Company. A copy of their plan is attached. Apparently,
easements currently exist which would permit a cul-de-sac to be
constructed. A 25' radius appears to be necessary to stay within
these easements, however. For a 50' diameter cul-de-sac and the
cross-section shown, we would estimate the costs for this cul-de-
sac to be as follows:

RE: Recommendations for the Operations and Maintenance of
Streets and/or Drainage Facilities Using Available 1984
Bond Program Funds
This recommendation provides the priority improvements as determined
by staff through technical evaluations and methods. The total
funding needed to accomplish these projects is $245,000.
The projects recommended are:
(1) Engineering Studies and necessary improvements on Pelican and
Bethel School Road where the existing local drainage system did
not sufficiently handle the July 12, 1988 storm water runoff and
various residences were flooded and damage was experienced.
(see page 3). Also attached are related letters and petition
received.
Estimated Cost - $35,000

Bethel Road from Denton Tap Road to Royal Lane. The maintenance
operation needed to prolong the use of the roadway to acceptable
levels of service by another 2-5 years is a two inch asphalt
overlay; otherwise, the conditions of the roadway will
deteriorate rapidly. Additionally with the opening of Royal
Lane, it is anticipated that the use of this section of Bethel
Road will increase greatly and the existing roadway will
deteriorate at an accelerated rate. This cost estimate also
includes the installation of a traffic signal at Bethel Road and
Royal Lane ~see page 4). ~
Estimated Cost - $135,500

Thweat Road from State Highway 121 to and including the Sandy
Lake and Coppell Road intersection (the diagonal most easterly
section of this road is Coppelt Road). This roadway needs to be
seal coated to prolong its acceptable use for two to five years
under current traffic conditions. This road currently carries a
moderate level of daily traffic on it. (see page 5).
Estimated cost $30,000.00

(4) Southwestern Boulevard from Coppell Road to the Denton Tap Road
connection. This roadway needs to have an asphalt over-lay (2
inches) to increase its life for two to five years. This
roadway already has a moderate amount of traffic on it (see page
6).
Estimated cost $44,500.00
The total cost for these four priority p~ojects is $245,000.00
These recommendations were taken from the existing total listings of
needed improvements that fall into three categories: STREET
MAINTENANCE, DRAINAGE IMPROVEMENTS and OTHER. The last category
"OTHER" would include Public/Private Partnership Improvements,
Master Plan Updates, Street Construction (and reconstruction),
Coppell 2000 Committee Recommendations, Future Traffic Signals etc.
(see page 7).
The total list of needed STREET MAINTENANCE projects considered are
on pages 8 and 10, which are the list of large sections of streets
needing seal coats, overlays etc. and the list of known subgrade
failures, respectively. The list of known Drainage Problems are on
page 12.
From these lists of known problems and maintenance needs, we selected
the recommended four items listed above as the highest priorities.
These selected projects can be accomplished in a relatively short
amount of time and would achieve our goals of avoiding loss of life,
damage to public and private property; promote public safety, reduce
traffic disruption and get the most efficient use out the funds
available (i.e., providing the greatest benefit to the most number of
people).

Approval to Spend Surplus Bond Funds
The purpose of this agenda item is to gain approval to spend the surplus
1984 Bond Funds.
As you are aware, the staff has been reviewing this for several months.
We have determined that in the Street portion of the 1984 Bond Election,
$515,000.00 can be spent on other projects. Ail of the other projects
that were stipulated in the Bond Election have been, or will be
completed in the near future. We are recommending the following:
1. Drainage along Bethel Road. Cost $250,000.00 (see attached)
2. Complete Parkway Boulevard. Cost $128,700.00 (see attached)
3. City-wide mapping. Cost $52,000.00 (see attached)
4. DeForest Road re-paving. Cost $50,000.00 (see attached)
5. Samuel Blvd. paving. Cost $30,000.00 (see attached)
6. Study on the Whispering llills drainage problem.
Cost $3,300.00
Total amount of request $514,000.00
The Fire Prevention portion of the Bond Issue has approximately
$196,568.00 remaining. We have one item left to complete and that is
the purchase of approximatley one (I) acre of land for a third Fire
Station. Therefore, we will be in the process of looking for this site.
The Municipal Service Center has approximately $10,832.00 left over from
tbs construction of the Service Center and the purchase of the land. We
request the following:
1. Crack-sealing the parking lot and driveway at the Service
Center. Cost $3,300.00,
2. The purchase of an ice machine for the Service Center. Cost
$1,500.00,
3. The purchase of eight (8) lateral file cabinets. Cost
$2,150.00,
4. Purchasing room dividers to insure more privacy for the
foremen in their day to day business. Cost $1,140.00,
5. Purchase of a bulletin board/chalk board. Cost $129.00
