Included on the agenda for the Coppell City Council weettng on July 7,
1986, was a status report on the Deforest Road Issue. The council was briefed
by #ayne Ginn and Nathan Raler as to the problems involved in Improving
Deforest Road. Included is a copy of a letter written to Nr. Frank Proctor
that summarizes a list of these problems.
There were basically three alternatives suzgested as improvements to
Deforest Road. These are as follows:
Elevate Deforest Road above the lO0-year floodplain as shown on the
plans prepared by Nathan D. Ruler Consulting Engineers (NDMCE).
This would provide for a pernanent 27' B-S road and would comply
with current City of Coppell standards. The narro# right-of-way
(40'), however, would be Insufficient without expensive retalnin~
walls and construction costs would rise due to the lack of work
space. Future development in this area could nuke a 27' roadway
section Inadequate In the near future.
Construct a 27' concrete roadway to more closely follow the existing
profile. This road would be well below the 100-year flood
elevations tn several locations and thus a 'temporary' concrete road
would be constructed. This condition would be inconsistent with
current City of Coppell policies.
Overlay the existing asphalt roadway, essentially following the
existing profile iTades and clearing the exlstln~ ditch on the north
side of Deforest Road to provide adequate local storm drainers.
Funds would be escrowed to pay for half of a roadway to be built ut
a later date. This would provide laproved access to residents alon~
Deforest Road, while funds would be made available for future
improvements to the roadway, thus following City of Coppell
policies.

#hen asked about Trlland's stand on this hatter, Nr. Nater suggested that
Triland would agree to provide an asphalt overlay and funds in escrow as
described above. Because future conditions would provide for aore right-of-
way and ellainate the need for extensive retaining ~alls, the escrow aaount
was set at half of the estlaated cost of the current Deforest Road lmproveaent
cost or $327,500. The council voted S-1 in favor of thls agreeaent.
We have included a letter to this effect addressed to the Coppell City

the existing Deforest Road from MacArthur Boulevard east to Its teraLnue,
following the existing profile grades and to clear the existing ditch on the
north side to provide local storm drainage. In addition, funds will be
escrowed tn the amount of $$27,500 for future Improvements to Deforest Road,
as was approved by the Council on July ?, 1986.
The above process fully constitutes the completion of the agreement
between the Triland Investment Group and the City of Coppell regarding the
Improvements to Deforest Road associated with the Lakes of Coppell.

Dear Frank:
Triland Development Company has retained o~r firm to develop plans and
specifications for the improvement of DeForest Road. We have completed a
preliminary design for the project, and I believe that we are now ready for
presentation of our design to the citizens and City Council of Coppell.
Our analysis revealed a Aumber of constraints which influenced the design
mud will directly affect the suitability and cost of the final roadway. These
constraints are as follows:
The right-of-way for DeForest Road is currently 40 feet. This
right-of-way ia the result of a 30' pre-existing dedication,
available in some cases through prescription, and a dedication by
Kenwood Homes and Dimension-Brooks Corporation in the platting of
their developments.
Huch of the roadway is within the lO0-year floodplain of Denton
Creek. Any permanent facility which would provide uninterrupted
fire and police protection should be elevated to at least the lO0-
year water surface elevation.
The fences existing to the north of DeForest Road cannot be
disturbed.
A recent drainage study, completed by Carl Anderson and Associates,
Indicates that the property north of DeForest Road can be reclaimed
~rom the lO0-year floodplain.
This property may not yet have attained its highest and best use.
There are severe local drainage problems along DeForest Road which
cannot be exascerbated through planned improvements to the road.
In designing the Lakes of Coppell subdivision, our firm assumed that
the ultimate DeForest Road would be constructed at an elevation
above the lO0-year floodplain. Therefore, in many cases, the alleys
and lots adjacent to DeForest Road are at elevations and grades
inconsistent with the existing elevation of DeForest Road.
The citizens currently residing along DeForest Road were assured by
Trlland that DeForest Road would be improved in some manner coucur-
renLiy with development within the Lakes of Coppell.

The aforementioned constraints, some of which are mutually exclusive.
have introduced aevere design problems which I feel need to be considered.
Specifically:
1. The ~levatlon of the 27' sect/on of roadway above the lO0-year flood
~evel cannot be accomplished within a 40-foot right-of-way without
construct/on of retaining walls. Also. driveway access to the
roadway would necessitate reconstruction of said driveways outside
of the 40 foot right-of-way.
2. To construct roadways without retaining walls would require 10' to
15' slope easements on the Oorth side of DeForest Road.
3. The construct/on o~ the 2?-foot sectJon would create adverse
drainage conditions and an insufficient right-of-way for
construct/on of ~acllltles to alleviate same.
4. The effects of elevating DeForest Road above the Denton Creek
Floodplain have not been determined through hydraulic
5. Should the area north of DeForest Road be redeveloped, a permanent
roadway greet~r than 27 fleet wide would be required. It ts
~cons~stent with the City off Coppell's policies to allow conatruc-
zon or concrete "temporary roadways."
Due to the problems that will be created by elevating and paving DeForest
Road. I recommend the following course of action:
1. Grind the ex/sting DeForest Road asphalt and apply a 2" thick
asphalt overlay, following essential existing profile grades.
2. Excavate the existing ditch north of DeForest Road, replacing and
providing driveway culverts where necessary to provide adequate
local storm drainage.
3. Trlland should escrow funds necessary to pave a 27' concrete section
on DeForest Road. These funds would then be available for the
City's participation, in the ultimate improvement of DeForest Road.
I would appreciate your comments and suggestions on this lingering
problem.
