The Thoroughfare which began construction
in June of 1988 are down toward completion. The street
lights are being installed and the landscape should be complete
by late spring. The city will have a beautiful amenity for which
it can be proud.
On several occasions I have heard comments from some of the
council members regarding liquidated damages on the contract due
to delays in the completion date. We appreciate their expressed
interest in this matter.
In order for everyone to be better informed we propose/recommend
the following.
First, we will finish the contract administration and determine
the final pay quantities for the actual work performed and
accepted as complete. We will then evaluate the contractor's
claims for extras and recommend/deny the claims accordingly.
Lastly, we will evaluate the time of the contract and requests
for time extensions. After all of this is complete, we will then
be able to discuss this matter with the appropriate Council
members. It now appears that will be in the mid-March to mid-
April time frame.
If you deem appropriate, you could request the Mayor to appoint a
liaison committee to work with us when the time arrives for final
contract negotiations with the Contractor. Then, when it goes to
Council for final approval, there would be a better understanding
of the final resolution.
As always, I will be happy to meet with any Council member at any
time to give a current status if they desire.
