COPPELL POLICEMEN TO HELP IF WE HAVE A PARTICULARLY DIFFICULT TRAFFIC

SCHOOL COULD BE OPENED BACK'-UP.
2) THE SECOND CLOSURE WOULD BE FOR FOUR DAYS MINIMUM~ SEVEN DAYS MAXIMUM.

NEW CONCRETE PAVING WILL STOP (APPROXIMATELY 50~ NORTH OF 'rHE EXISTING
CITY PARK ENTRANCE. SEE ATTACHED DRAWING FOR DETAILS. THIS WOULD BE DONE
'TO ACCOMODATE COMPLETING 'rHE ACCESS TO THE PARK IN TWO PHASES. THIS
DISTURBED AREA WILL OF COURSE BE RESTORED TO IT'S ORIGINAL CONDITION.
SUBJECT:
THE HANDLING OF TRAFFIC WHILE WE ARE PAVING. IT WILL BE NECESSARY
70 ROUTE TRAFFIC BY FLAGMEN CONTROL AROUND OUR CONCRETE TRUCKS,
AND BELT PLACER. THIS WILL NO]- BE NECCESSARY ALL THE TIME, BUT
MOST OF THE TIME. BY lHE CONTRACT WE ARE RESTRICTED TO WORKING
BETWEEN THE HOURS ~F 8:50 AM AND 4:50 PM WHEN WE ARE ON THE STREET.
~HE AREAS WE WiLL BE WORKING PAVING FROM THE EXISTING STREET ARE
OUTLINED ON THE ATTACHED PAVING PLAN.
PROPOSED PAVING PLAN FOR DENTON TAP-ROAD
Phase one will consist of paving thirty four feet wide for
both projects. The majority of the paving will be on the
west side of the existing roadway.

Phase one will begin at the seuth end of the project tying
into the existing concrete pavement and proceeding north to
approximately station 97+55. We will then cross over the
railroad and begin again at approximately station 98+50.
Paving will ~ontinue north to the south curb return of
Bethel Road. We will leave a block out from curb return to
curb return to facilitate traffic and our material and batch
trucks. Paving this block out will be the last pavement
placed this phase. In paving to the south curb return of
Bethel Road it will be necessary for our placing machine to
be positioned in the south bound lane of the existing road.
Flagmen will be use~ to allow one lane of traffic to pass
the placing machine at a time. We plan to install advanced
warning signs thatlsuggest to the public that they use an
alternate route during the paving operation. It is hoped
that these signs w~ll reduce the volume of traffic the
flagmen will need to handle. From the north curb return of
Bethel Road to the bridge it will be possible for the placer
to be behind the west curb and therefor not in traffic.
At this point we propose to walk the slipform across the new
bridge to continue paving north. Once the slipform is
across the bridge it will again be necessary to have the
placer' in the south bound lane of the existing road. We
will continue north on the west side to a point at least 100
feet north of where we plan to cross over to the east side
o~ the exi.sting roadway. This will requ£re being allowed to
close Bethel School Road and pave continuously thru this
intersection providing a much improved product than by
paving this intersection piece by piece. While Bethel
School Road is closed traffic may be detoured to Bethel Road
where we propose to have ~lagmen stationed during daylight
hours. These flagmen will also accommodate our material
truck and concrete trucks thus preventing a traffic tie up
at this intersection. In order- to shorten the amount of
time that Bethel School is closed we request permission to
create lime treated material on site. Then dust prior to
the paving operation reaching this intersection we will
excavate the existing roadway and the approach and under cut
the proposed sub-grade to place the lime treated material to
the proper depth. Incidentally we also request permission
to use this lime treated material arou~'~d the water valves
and manholes that are raised just ahead of the paving. Then
starting on the east side of the roadway as far south as
practical continue paving north until we reach the existing
pavement at Sandy Lake Road. It is~.understood that we will
leave the appropriate block outs for the commercial
establishments on the east side of the road. 'Once across
Sandy Lake Road we will again pave on the west side of the
existing road until we reach the north end of the project.
We Will again require the same procedures as'employed south
of Sandy Lake, for example.

Linda, as of this date I am. ~naware of any decision to close the
intersection of Denton Tap & Bethel and detour traffic down Bethel
School Road.

sign and the stop ahead sign are visible from approximately 50 yards
from the point in which a Vehicle m~st come to a stop. The stop
sign was installed at the recommendation of our City Engineer at
the time W$~ddance Quadroplex and improvements to Harris Road took
place. ~.
It is staff's opinion from"fi~ld ob~6rvations that the primary cause
of sudden stops and/or the pr0b!ems't~at were mentioned was excessive
speed by the motorists. The current speed on this' road is 30 mph
and it. may be possible to ia'ak the City Engineer to review this
situation to determine whether the 30, mph speed limit is appropriate
for this road. Staff.advised that there are additional curve warning
signs within this stretch of road on Bethel School.
The improvements to 'Denton .Ta~ i'~"a Capital Improvement Project
and is administrated by our Consuiting Engineer through our inhouse
Engineering Department. I am forwarding your memorandum to Russell
Doyle in order that he may be apprised of your concern as it relates
to any possible detour subsequent to the closur~~~
at Denton Tap.
