Klaus 313 Meadowcreek Road Coppell, Texas 75019 Dear Mr. Klaus: April 3~ /,.I~A [\pp,- ', 1990 .-"' CITY MANAGER This is in response to our telephone conversation of April 2, 1990 and your letter dated March 12, 1990 requesting the Federal Emergency Management Agency (FEMA) determine impact of development activity in the "Creek View sub-division" along Grapevine Creek within the City of Coppell, Dallas County, Texas. Thank you for informing our office of this situation. The concern of our Agency is the possible negative impact that the reported construction activity within an identified floodplain area may have upon the carrying capacity of Grapevine Creek, and if approval and guidelines for development were based upon provisions of Coppell's Floodplain Management Ordinance. As a participating community in the National Flood Insurance Program (NFIP), the City has chosen to adopt and agreed to enforce floodplain management regulations that meet the minimum criteria of the NFIP (44 CFR Chapter 1, Part 60.3(d)). It is their resRon~ty t~nforce the local pr?~9~m~am. Communities that fail to ~c~ their ordinance can be placed o_9~robation or suspended from the ~ by FEMA. -- In order to ensure that the NFIP participating communities are adequately administering and enforcing the local floodplain management program. FEMA periodically meets with those communities to evaluate the adequacy of the local program in relation to the minimum criteria of the NFIP. A copy of our correspondence has been forwarded to the community's Floodplain Administrator for review and appropriate action. Enclosed is NFIP information requested during our phone conversation. Since there has been unauthorized activity such as placing fill concrete and dirt directly in Grapevine Creek, I request that all development plans be checked and corrective action taken, that will assure the flood plane of the Grapevine Creek has not been altered creating adverse conditions on existing property owners. My request is directed to your department on the recommendation of the Coppell City engineering staff. I have registered several complaints to Coppell staff in the last two years because I have lost four to six feet of my property which is located directly north of the Creek View sub-division and adjoining Grapevine Creek.
