Concerns Expressed
Yes, we can install the guard rail without waiting on the
developer. It was my hope that the retaining wall would be
completed, including the repairs behind the railroad ties, prior to
going in and placing the rail. Since it appears that this is not
going to take place, I will go forward with the guard rail
installation. Next status 12/8/92.
