Retaining Wall Along Coppell Road; Concerns Expressed
by Mr. Walter Pettijohn
Staff met with Steve Gee and Brad Meyer, the Devonshire developer
and engineer. The placement of a guardrail along this retaining
wall was discussed. Mr. Gee took the position that they had done
everything required of them in the approved plans. He also stated
that he met with the acting City Engineer and the consulting
engineer (Gary Hendrix) prior to constructing the retaining wall.
The issue of a guardrail was discussed and he was told to build the
wall and not place a guardrail. Mr. Gee then said that he couldn't
fund the guardrail and that Pulte Homes didn't want it in front of
their development.
Staff presented Mr. Gee and Brad Meyer with photographs of the
retaining wall which showed that it is failing due to undermining
and surface failure conditions. Steve Gee committed to having the
wall repaired under the current warranty.
I have discussed these issues with Ken Griffin and he concurs with
me that we need the guardrail to help prevent any potential
accidents at this location. Staff intends to go forward with the
installation of the guardrail utilizing existing supplies and
funds.
Once the retaining wall is repaired and soil compaction is
complete, the guardrail will be installed. In the interim, staff
will install delineators to help warn motorists of the existing
condition.
