I have owned this property since 1973, and have paid between
$75,000 and $100,000 in real estate taxes on it since that time. We wish
this property had been considered when the property to the north was
developed without any street stubbed out.
Bethel School Road is unique in that it has several severe
problems, none of which we caused. The poor line of sight, the narrow
pavement, the bad alignment, the lack of depth of the McDowell tract, the
closeness of the creek along the east side, etc. We jusf don't see how we
can be held responsible for all these problems and expected to cure them at
our sole cost and expense.
We are very discouraged to find that the staff feels that we
will be required to rebuild Bethel School Road, from our property to Bethel
Road, a distance of approximately 650 feet, off site, plus a bridge that
could cost in excess of $300,000.00.
~e ~d ho,ped .that our meeting vith you yesterday would open
some new door that would be more feasible for our little project of 39 lots
on 12 acres of land. The only new thought seemed to be that we could hire
an engineer to do an alignment study for Bethel School Road, at a cost of
about $14,000.00, which would benefit the city and other property owners to
a greater degree than our project.
We have had at least ten meetings with staff trying to work
out something equitable, but the bottom line remains the same, the road is
substandard and we, being the ones who want to develop our property, are the
only ones to whom you can look to upgrade your city street.
We respectfully request that this letter be read into the
record at the Council Meeting tonight. We will not be in attendance.

Dear Mr. Ratliff:
We do not feel that it would be prudent to continue our
efforts to develop University Park at this time, and do hereby withdraw our
rezoning request.
