Dear Mr. Balch:
We have received and reviewed your letter of January 16, 1990
regarding Contract Close-out. We do not agree that the project
was substantially complete on September 20, 1989. The
improvements were designed as a six lane divided thoroughfare and
as such were not ready for use as a full six lane divided
thoroughfare at that time.
We will research our field reports and attempt to determine a
date when substantial completion was achieved. As soon as we
develop this information we will inform you accordingly.
With regard to a final inspection of the project, we feel that
it is premature to conduct the inspection prior to your
completion of the remaining pay item work on the project. The
principal items which need to be addressed prior to the
scheduling of a final inspection are:
1. Painting of the Cottonwood Branch Bridge
2. Installation of the bridge lighting system
In the meantime, we have prepared a partial punch list for the
project and transmitted it to you. You have the opportunity, if
you choose, to begin work on these items while you complete the
unfinished portions of the project. Items which you rectify will
be dropped from the list during the final inspection. We caution
you that these punch lists are by no means final or complete, but
are furnished to you as a courtesy in hopes that they will help
you finalize the project as soon as possible.
The city of Coppell has requested that you submit, through our
office, your anticipated schedule for the final completion of th~
project.

Dear Mr. Karlshurer:
In accordance with Section ~l?00-CONTRACT CLOSEOUT, this letter shall serve
as written notice that the pro~ect is substantially complete. On September
2~, 1989, the northbound traffic was switched to the east side of the
median from Station 17~+64 to Denton Creek. The section of proposed
roadway from Sandy Lake Road to Station 17~+6A was still under construction
by Dallas Water Utilities. At that time we considered that portion of the
pro~ect, which was under our control, to be substantially complete~ Joe.
the facility was serving its intended purpose. The section of roadway
involved in the water line lowering was opened to traffic on December 4~
1989.
Some o~ the items of work remaining on September 20, 1989 were: A. Complete bridge railing.
B. Set remaining pull boxes.
E. Complete pavement markers for southbound lanes.
F. Construct guardrail.
H. Complete bridge lighting.
Since September ~0, 1989, we have pursued the expedient completion of the
items mentioned above as well as various cleanup items. At this time we
would like to request an inspection of the project be made to determine the
status of completion and subsequently provide us with a list of items of
work to be completed or corrected. We are aware that there is still some
work to be done on a few of the items listed above. However, we feel those
can be added to your final list.
