ST9301A-ES 961105November 5, 1996 James Harrington 1601 East Sandy Lake Road Coppell, TX 75019 RE: Sandy Lake Project 91-838 (City of Coppell Project ST 93-01A) Dear Mr. Harrington: This letter is written as a follow-up to our telephone conversations and meetings concerning the acquisition of right-of-way from the "Harrington Bait Shop" located on East Sandy Lake Road near the Elm Fork of the Trinity River. The City of Coppell is acquiring the right-of-way in conjunction with the reconstruction of the bridge over the Elm Fork of the Trinity River currently being designed by Dallas County. During our past meetings, the need for the right-of- way has been explained and exhibits shown to you on how the future reconstruction of the bridge could possibly impact the property. To better determine the impact of this bridge construction on your property, the City obtained the services of the firm Price Denton Inc. to perform an appraisal of your property. That appraisal was submitted to the City on September 30, 1996. After considering the value of the taking from several different perspectives, the final analysis was that the total estimated compensation to yourself should be $9,228. That amount includes the value of the actual taking plus the value of the temporary construction easement and any perceived damages to the remainder of the property. By virtue of Resolution//082796.1, the City Council of the City of Coppell authorized the City Manager to make an offer to you in an amount based on the appraisal by Price Denton Inc. Therefore, with this letter, the City of Coppell is offering $9,228 for the easement and the temporary easement associated with the "Harrington Bait Shop" necessary for the construction of the bridge on Sandy Lake over the Elm Fork of the Trinity River. Because of the need to expedite the construction of this project, the City of Coppell respectfully requests that you respond to this office no later than November 15, 1996 as to your willingness to accept the appraised value of the taking. As we have tried to convey during the course of our conversations, the City is willing to discuss this taking with you to try to reach a solution agreeable to both parties. However, we are only authorized at this time to offer the appraised value, anything beyond that will take additional Council approval. If we are unable to reach a solution that both parties find in their best interest, then the City of Coppell will need to take necessary steps to acquire the easement through other means. Again, the City of Coppell respectfully request a response to this letter no later than November 15, 1996.
