We fully concur that the City should approve such a signal only if it is warranted and can be operated in a manner that will not have an unduly adverse affect on the through traffic on Mac, Arthur. Attached for your review and comment is the draft of a scope for a CORSIMTM traffic simulation analysis that would show, both quantitatively and visually, whether or not a signal at this driveway could be properly coordinated with the existing signal at Belt Line & MacArthur. Please review this scope and mark any changes that you think are necessary for the study to answer the questions that you feel need to be answered. In particular, please look over the section called "Data To Be Furnished by the City." If any of the count data is not available (or is not recent enough, in your opinion), we will include the collection of the new data in the proposal we send to our prospective client. G:\TPTO\3FUTURE'~IISC\GRIFFIN 1 .FAX 07/21/99 WED 11:36 FAX 9722393820 T DALLAS OO2 Project Understanding: The City of Coppell (hereinafter "the City") has been requested to install a traffic signal on Mac.Arthur Boulevard at a commercial driveway located approximately 600 feet south of Belt Line Road. This driveway serves a shopping center which includes a Tom Thumb supermarket. The Texas Manual on Uniform Traffic Control Devices (TMUTCD) sets forth several "warrants", or justifying sets of conditions, at least one of which should be fully satisfied before consideration is given to signalizing an intersection. Although previous studies have indicted that one or more of the TMUTCD signal wan-ants is probably met, such satisfaction does not imply that a signal is either necessary or should be installed. Accordingly, the City believes that a more in-depth operational analysis should be performed to show whether or not a signal at the driveway can be coordinated with the existing signal at Belt Line Road in a manner that will ensure minimal disruption to through traffic on MacArthur. Scope of Services: Task 1 -- !'CORSIM" Traffic Simulation Analysi.~, Using the CORSIMTM model, Kirnley- Horn and Associates, Inc. (hereinafter "KHA") will develop a computer simulation of traffic 'operations within the following limits: MacAnhur Boulevard flora approximately 500 south of the subject driveway to approximately 500 feet north of Belt Line Road; and Belt Line Road from approximately 500 feet west of MacArthur Road to approximately 500 feet east of Fairway Drive. For the AM and PM peak hours (i.e., the peak 60-minutes occurring between 6:30 AM and 8:30 AM and between 4:30 PM and 6:30 PM), KHA will specifically model the following three scenarios: Scenario A -- The exi~ing operation (i.e., using the existing cycle lengths, splits, and other coordination param~ers) of the existing signals on Belt Line at MacArthur and at Fairway together with the subject driveway remaining unsignalized. Scenario B -- The existing operation of the existing signals on Belt Line at MacArrhur and at Fairway together with optimized signal operation at the subject drive-way Scenario C -- Same as Scenario B except with newly optim/zed operation of the existing signals on Belt Line at MacArthur and at Fairway. Task 2 -- Renorts. KHA will develop a brief technical memorandum which describes the results of the computer simulations. For each of the three scenarios, we will document the various measures of effectiveness as reported by CORSIM. Although this data will be presented in tabular format, we will also include an executive summary in narrative format. KHA will submit a preliminary copy of this draft report to the Client. Subsequently, KHA will confer telephonically with the Client to receive input. We will then submit a revised draft of the report for the City's review. ARer a review meeting (see Task 3 below), we will incorporate mutually asreed-upon revisions and submit a final report. Task 3 -- M~etin_ns and Presentations, KHA will meet once with the City to present and discuss the CORSIM computer simulation and to receive the City's comments on the drat~ report. It is anticipated that this meeting will occur at the City's offices and that representatives of the Client may attend. Task 4 -- Additional Services, As requested and authorized by the Client, KI-IA will provide other related services. Such services may include (but are not limited to) additional analyses or simulations (beyond those described in Task I above), additional repons (beyond those described in Task 2 above), and/or additional meetings or presentations (beyond those described in Task 3 above). Also, the design and preparation of construction plans for a signal (if subsequently approved by the City) is beyond the scope of this a~reement. Data To Be Furnished by the City.
