CONSULTING ENGINEERS GINN, I . c ty - ar Mr. Doyle. ~ This letter is in response to your handwritten memorand~ dated 11-23-88 concerning the addition of the paving of the west intersection turnout of Parkway Blvd. to the Denton Tap Road Improvements project. The answers to the ~estions of your memorandum are as follows: 1. I estimate that the latest date for informing the Contractor by way of Notice of Field Change that the Parkway Blvd. turnout paving can be conveniently done under the current Contract is Friday, Dece~er 9, 1988. This work may be added at any time during the project, however, but if decided upon soon enough it can be accomplished with the current unit prices and within the current const~ction se~ence- 2. This item would, and should, no,ally be covered by a Change Order, and perhaps it should have been stated more clearly previously. The procedure no,ally being: issuance Notice of Field Change to the Contractor notifying him of an impending change; and asking him to respond with any additional costs or time extensions re~ired to accomplish the anticipated work. If there are to be any additional costs or time extensions, then a Change Order must be issued to cover such costs and time extensions. It was our understanding from a meeting held with the city of Coppell (city Manager, Staff, and Ginn, Inc.) and ABQ Development (and Jer~ Parche'), on Monday June 13, 1988 at 1:00 ~ in the Rota~ Room of the Coppell To~ Center, that the City of Coppell was to have this item included in the scope of work of the current Contract, and therefore we have brought it to your attention to allow you to direct us to: A.Proceed with the work and recieve Council approval of a Change Order; or B. Have the Contractor complete the work at a later date after Council approval of a Change Order. ............ ~.~ · quite 1~ · ~B't8 ~ Dall~,Tex~ 75248 · ~one214/248~ You may require that the funding be provided by the ABQ, but it never entered into the preliminary discussions with them. If we had been certain of the actual roadway section planned west of Denton Tap Road on Parkway Blvd. at the time that the plans were drawn, we would have included the entire intersection in the current project from day one. The reason being that in order to complete the Traffic Signal design and work out the final layout of the brick pavers, one must know all of the geometric aspects of 'the intersection from the beginning. Univest Development, the previous owner of the ABQ property, was not able to move forward with development plans at the time the plans were nearly complete on this project. Therefore they never proposed to the City of Coppell what they were going to build on Parkway Blvd. west of Denton Tap Road, and we were forced to finalize the Denton Tap Road Improvements plans without the west turnout of the Parkway Blvd. intersection in order to get the project underway as per City Council direction. As originally planned, there probably would not have been a request made of the adjacent property owner provide any additional funding for the turnout. 4. The only agreement of which we have any knowledge concerning the west turnout of the intersection is the meeting mentioned above. The remaining half of Parkway Blvd. to be constructed east of Town Center could be added to the subject Contract by negotiating a Change Order with the Contractor as long as the value of the Change Order did not exceed 25% of the Original Estimated Contract Amount. It would be wise not to include the amount of the respective Change Order in the amounts to be collected by Street Assessments for the project. 5. As you can see from the attached photocopy reduction of the Parche' Consulting Engineers plans which accompanied a copy of their plat, there are two lanes both east and west bound, with a sinqle left turn lane eastbound. Dear Mr. Doyle: As ay part of the effort to get the Parkway Blvd. improvements unde~ay, the City of Coppell had agreed to include the western portion of the Denton Tap Road/Parkway Blvd. intersection in the construction of the Denton Tap Road Improvements. It is our intention to revise the plans to include the western part of the intersection up to the ends of the curb returns as marked in red pencil on the attached print. As with the median opening requested by ABQ Development, this work can be included in the scope of our work covering overall design of the project. If agreeable to you, we will then issue a field change for the work to accomplished by the Contractor under the existing unit prices in the Contract. Distances are provided based on location of ABQ property corners following dedication of additional Right-of-Way, i.e. point numbers 454 and 462, at the north and south ends of ABQ's frontage on Denton Tap Road. Design of the turnouts is based on our surveyors location of the centerline of existing Parkway Boulevard on the east side of Denton Tap Road and your construction plans for Denton Tap Road through the intersection. Our surveyors located the nails in the Right-of-Way that were apparently set sometime ago (prior to for the PC and PT of the constructlo ) on the roadway centerline 5729.70 ft. centerline radius curve in Denton Tap Road. However we adjusted the location of these points generally 0.2 ft. to the north in order that the radius and delta of the design curve remain valid with our geometry. Therefore, if the location of the centerline PC and PT was preserved, they should not be used for staking the proposed Parkway Boulevard turnout. I would suggest using ABQ property corners for construction staking of the proposed Parkway Boulevard turnout. Please notify me if our surveyors can provide any assistance. I hope that the information presented on the attached drawing is sufficient for preparation of construction drawings for the proposed Parkway Boulevard turnout. However, if you need additional information, please call.
