Box 478 Coppell, TX 75019 Re: Speed Study - Denton Tap Road Dear Steve: Attached are the results of a spot speed study for Denton Tap Road DreDared by Barton-Aschman Associates, Inc. A detailed study of this report indicates a few interesting facts which are: North Bound: 1. Only 25% of the drivers were obeying the posted 45 mph speed limit. 2. 10% of the speeds were 60 mph or greater. 3. Several speeds were greater than 70 mph. South Bound: 1. Only 10% were obeying the posted 45 mph speed limit. 2. 5% of the speeds were 60 mph or greater. All of this indicates a need for additional enforcement of the posted speed limits. Barton-Aschman Associates, Inc. does not recommend ]owmring the speed limit to 40 mph based on this spot speed study. The City has the prerogative to lower the speed limit to whatever it considers safe for the community considering other factors such as; roadside development and culture, roadside friction (ingress and egress points), pedestrian activity, etc. Please call us if you need additional information. Jost~~ May 2, 1990 Denton Tap Road Speed Study INTRODUCTION This memorandum presents the findings, conclusions, and recommendations of a speed study conducted by Barton-Aschman Associates, Inc. on Denton Tap Road in the city of Coppell. The spot speed study was performed on Tuesday, May 1, 1990. ANALYSIS A spot speed study was designed in accordance with The Manual of Traffic Enqineerinq Studies to evaluate the speed at which drivers are traveling on Denton Tap Road. A spot speed study is designed to measure the speed characteristics at a specified location. The study site was located on Denton Tap Road, north of Belt Line Road and south of Sandy Lake Road, near the intersection of Meadowcreek Drive and Denton Tap Road. The northbound traffic speeds were taken from the traffic approaching the bridge located south of the Meadowcreek/Denton Tap intersection. The southbound traffic speeds were taken from traffic approaching the intersection of Meadowcreek/Denton Tap. One hundred (100) observations were taken at each location for a reliable statistical evaluation. These observations were taken manually through the use of two reference points "x" (125 feet northbound and 215 feet southbound) distance apart and the recorded time for each vehicle to travel the referenced distance. The original data for both northbound and southbound traffic is shown in the attached Tables 1 and 3. Mr. Wayne Ginn May 2, 1990 Page 2 RESULTS OF THE SPOT SPEED STUDY The main reason speed limits are posted is to inform motorists of the speed which is considered reasonable by a majority of drivers on a particular road. In most cases, Texas uses what is known as the 85th percentile speed to set regulatory speed limits. This means that if speeds are measured on any section of road, 85% of the motorists will be driving at or below the 85th percentile speed. The results of the spot speed study are shown in Tables 1 and 2 for the northbound traffic and Tables 3 and 4 for the southbound traffic. The 85th percentile speed for the northbound traffic was found to be 59 mph and for the southbound traffic, 55 mph. In addition, the average speed for the northbound traffic was found to be 52 miles per hour (mph) and for the southbound traffic, 53 mph. CONCLUSIONS AND RECOMMENDATIONS The existing posted speed limit of this section is 45 mph. The observed average speed is close to 10 mph over the posted speed; and the observed 85th percentile speed is close to 15 mph over the posted speed. Based on the results of this spot speed study, lowering the speed limit from the existing 45 mph cannot be recommended.
