Other park improvement topics:
1. Street lighting in the park; who installs
conduit, county or contractor?
2. North access road to ball fields; does this
access need to be opened all year?
3. Boat Ramp and need for access; previously we
discussed that due to swale and bridge
construction the boat ramp access may be out
Of service for a period of ,time. Is constant
and continual access, by means of temporary
access drives needed?
B. city of Carrollton Riqht of Way Issues;
1. Taber tract: Jill Brim indicated that apparently
Carrollton must approve a site plan before Taber grants
the street right of way to the City. It was indicated
during the meeting that the current schedule for approval
of the site plans is 3-4 weeks. Additionally, Paul Hames
of Kimley Horn provided copies of the final right of way
'documents for both the Skiles and Taber tracts within the
91-838 project.
2. Skiles tract: During a subsequent telephone discussion
Tim Tumulty indicated to Irv that the current schedule
for completing this right of way transaction is 3 weeks.~
3. City of Dallas permission for Carrollton to do park
improvementS: The previous report was that the City of
Carrollton had already began the paperwork to obtain the
permission and/or City of Dallas approval.
C. 404 Permit status:
1. Anticipated schedule for approval: Charles Gojer provided
letter from Halff Associates dated June 17, 1996
concerning status of the HYdraulic Study, which is very
near completion. Apparently there is a remaining
"Wetlands" issue needing City of Carrollton approval of
a mitigation site. During the subsequent phone call Irv
~ failed to ask Tim if he knew the status of this. Irv will
send a copy of the Halff letter to Tim Tumulty.
D. City of Dallas Issues;
Apparently as a result of receiving only short and informal
notice of the meeting no City of Dallas representatives were
able to attend the conference. However, the following topics
were discussed and minutes Will be provided to COD.
PAGE TWO
D. City of Dallas Issues; continued
1. Has Dallas now confirmed approval for park improvements
on City of Dallas owned property?
2. Easement from City of Dallas (west side) for TU
Transmission Line. TU was to have delivered corrected
documents to COD property management (Mario Najera) on
June 20, 1996. Will be August before Council approval can
be obtained, however, Mario indicated that he is working
on a "right of entry"
3. Will City of Dallas approve amenities (at City of
Carrollton cost), i.e., median paving, irrigation
conduit, etc. on the portion of Sandy Lake in COD?
4. Conourrence on the 0.2% slope on storm sewer? We have
only verbal concurrence so far.
5. GTE will request to install inserts for future mounting
(hangers) of fiber optic on the bridge. Irv will send
GTE's proposal to Dallas when it is prepared.
E. Other Topics, for the 91-838 project, included:
1. Utility Schedules:
Do not have firm schedules in writing yet, depends on ROW
acquisition. However, both TU Electric and GTE are
actively working on plans for relocations. East side of
bridge will probably be clear first.
2. Remaininq Right of Way Documents for Gojer's project:
Remaining documents for City of Dallas, School property
and TU Electric tracts; Charles Gojer indicated that Half
has provided them. Gojer needs to check them thoroughly
one more time before submittal to County by July 3, 1996.
3. Plans:
Final check set has now been provided by the consultant,
Charles Gojer and Associates, 'Inc. Currently being
reviewed by Dallas County. Also, TU Electric has provided
current bolt anchorage arrangement for street light
foundation (double arms) on bridge.
4. Dallas Water Utilities:
Also, does DWU owe us a design for a metering device?
Apparently yes, Irv will check with Richard Barina 948-
4575 for status.
