Dear Mr. Goram:
Enclosed is a letter from Landscape Design and Construction
identifying when they anticipate completing the project and their
reasons for the delay.
We disagree with the statements regarding the sleeves. We do not
concur that the locating of the sleeves was a cause for delay.
We provided plans and as-builts to the subcontractor near the
beginning of the project. We set up meetings with the contractor
who installed the sleeves and Axon, early in the contract time,
to coordinate the location of the sleeves. Ail sleeves that were
installed under the prior contract have been located as shown on
the plans with one exception. This sleeve is in the vicinity of
Bethel School Road and is for a waterline for three or four
medians.
The delays due to rain, we can probably justify. It appears the
completion date will be on or before August 29, 1990.

Dear Mr. Favre,
This is in response to your August 1, 1990, letter concerning
the contract completion date for the above referenced project. We had
anticipated an August 15 completion if all sleeving had been located.
There is still one sleeve that has not been located which had been
mentioned in a letter sent to J.R. Rickerson on May 10, 1990. This
sleeve is for a water line that supplies several medians. Five other
sleeves that we could not locate were located by Bill Brooks on August
3, 1990. In order to determine a definate completion date depends on
the location of this final sleeve so that the irrigation can be
completed. If this problem is resolved this week our completion date
will be August 29, 1990.
Other delays on the project were due to a rainy spring. We had
rain on April 6, 10, 13, 19, 20, 26, 27; May 2, 3; June 1; August 6.
