In response to your handwritten memorandum which was quite difficult
to understand, but mdch more clearer than the memorandum you sent
on the 12th, you are making an assumption that you are sending
this to the responsible party.
Your first memorandum (Subject Town Oaks Irrigation Sprinklers)
did not indicate the nature of the problem well enough to draw
a reasonable conclusion. In speaking to those you copied, they
too were unclear of your comments.
Again, your comments on the 12th of April did not allow anyone
to draw a conclusion, thereby making it impossible to direct your
comment to another department. If your concern was of a severe
nature, a phone call would have been more helpful. Your handwritten
comments failed to identify the situation clearly.
I am quite familiar with tort liability~ I hope you are too. Again,
you have not explained well enough the situation you are attempting
to bring to my attention to determine if it is an operations and
maintenance issue or development (CIP) issue.
If I had to make an assumption based on what you provided this
department, the situation would appear to be a direct result of
the CIP. project underway which you are responsible for overseeing.
If that's the case, then' Ginn, Inc. would need to address the
issue, and taking into consideration your sensitivity to other
departments outside of Engineering contacting Ginn, Inc., I suggest
this issue needs to be addressed by Engineering.
I would appreciate you being more explicit in future correspondence
and as I've asked you in the past please submit your comments
in typewritten form. Nothing personal but your handwritten comments
are quite difficult to read. I have the same problem and that's
why my correspondence is typed.
If a situation needs to be addressed such as this in the future,
and as you say is a liability to the City, I suggest picking up
the phone and calling me if it deals with Public Works, or any
other area for that matter, and I will try to help resolve the
issue. As team members we should work together at every level
and in any incidence. ~
Therefore, based on my review of the notes you provided me, this
issue should be addressed by your area as it'appears to be a CIP
related problem. If you have any questions regarding this matter,
I prefer that you call me by phone or speak to me in person. Thanks
for your cooperation.
